- The U.S. Environmental Protection Agency (US EPA),Office of Atmospheric Programs (OAP), Office of Air and Radiation (OAR), Energy Star Residential Branch (ESRB) has a requirement for the continued development of "Home Performance with Energy Star?" initiative under EPA's Energy Star? Home Improvement Program. "Home Performance with Energy Star?" is a whole house approach to improving energy efficiency cost-effectively for home owners. Building scientists have long argued that whole house evaluation, analyzing the home's envelope in conjunction with its heating and cooling system, is the best approach to recommend energy efficiency improvements for home owners. This approach is a major component of EPA's efforts to improve the overall energy efficiency of the national housing stock under the Energy Star? Home Improvement Program. Under Home Performance with Energy Star?, a qualified building performance contractor recommends a set of energy efficiency improvements to home owners based on a comprehensive analysis of the whole house, accounting for all the physical inter-related systems, such as the home envelope that includes windows, sealing and insulation, within a house. To date, EPA has established several pilot programs around the country and intend to add additional pilot states and regions in the future. EPA has determined this action will be a small business set-aside. This requirement is a follow-on to contract number 68-W-02-031 with Michael Rogers. One contract is anticipated to result from the Request for Proposals (RFP). The contract will be a IDIQ with Time-and-Materials task orders with a duration of one (1) 12-month base period and four (4) 12-month option periods. The total estimated level of effort is 9,600 professional hours. Alternate proposals will not be accepted. The NAICS code for this procurement is 541620. It is anticipated the solicitation will be released on or about July 15, 2004. Proposals will be due 30 days following the issuance of the solicitation. The solicitation, Statement of Work (SOW), attachments, exhibits, amendments, etc. will be available via the Internet at EPA's Internet World Wide Web site at http://www.epa.gov/oamhpod1/admin_placement/0412010/index.htm. Prospective offerors are to monitor the Internet site for the status of this solicitation and shall download the solicitation and any related documents from the Internet site as hardcopies of documents will not be provided without written certification that Internet capability is unavailable.
