- Description
- NASA/GSFC has a requirement for engineering expertise and knowledge of the processes used by Japan Aerospace Exploration Agency (JAXA) for technical developments in order to support the Global Precipitation Measurement (GPM) External Interface to ensure that correct interpretations are made for written and verbal communications between engineers and scientists in the U.S. and Japan. JAXA is a partner with NASA for the GPM program. The partnership aggrangement calls for JAXA to provide a Dual-frequency Precipitation Radar (DPR) and launch services for the GPM core spacecraft. NASA's contribution to the partnership includes the core spacecraft bus, a microwave radiometer and integration of all instruments, including the DPR, onto the core spacecraft. Both countries will support the GPM Science Team. As the lead partner NASA has overall responsibility for planning and to ensure Program success. Engineering expertise and knowledge of the processes used by JAXA for technical developments is required to ensure that correct interpretations are made for written and verbal communications between engineers and scientists in the U.S. and Japan. This procurement is to provide the GPM program with the necessary engineering expertise and knowledge of the processes used by both JAXA and NASA to help ensure that a mutually beneficial partnership is achieved between the U.S. and Japanese team members. NASA/GSFC intends to purchase this engineering support from TNK Space Corporation who is currently providing this support to the GPM program. The statutory authority permitting OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(1), pursant to the Federal Acquisition Regulation (FAR) 6.302-1(b)(@)- Only One Responsible Source. This procurement is for the continued support of highly unique services based on the combination of technical expertise, bilingual capability and extensive experience with both JAXA and NASA processes. No other company is know to have this combination of expertise and experience. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on _August 6, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
