Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan, intends to negotiate on a sole source basis with Power Systems Research, for a license to access OELink Sales and PartsLink Population databases for year 2002 and historical data for years going back to 1990. The contractor shall provide comprehensive and detailed sales data quantifying annual sales of various types of non-road, engine-powered equipment in the United States. The contractor shall be able to provide in-service population data for various types of equipment identified by the Original Equipment Manufacturers (OEMs), for all OEM models, and for all non-road applications that they are used into, ex., construction, agricultural, general industrial and marine. It shall also cover spark-ignition engines of all power ratings and all fuel types. The data files must include: (1) OEM data fields; (2) Engine specification data fields ex., engine manufacturer, horsepower rating, fuel type, configuration, displacement, etc.; (3) Verified unit sales data that includes imports into and excludes exports out of the US for years 2002 and earlier; (4) Benchmark sales data for individual applications; (5) Engine population data identified by engine manufacturers and engine models for years 2002 and earlier; (6) Background data utilized to generate the population data, ex., median life, load factor and hours of use; and (7) Data identifying boat builders, boat models and specifications. The EPA anticipates the award of a firm fixed price type contract for a one (1) year period. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC by August 6, 2004 in order to be considered by EPA. TELEPHONE RESPONSES WILL NOT BE HONORED. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is August 31, 2004.
