Description
The Naval Air Systems Command Conventional Strike Weapons Program Office (PMA-201) will be issuing a DRAFT Solicitation N00019-04-R-0157 for Industry comments. IT IS NOTED THAT THIS IS A DRAFT SOLICITATION AND THAT NO FINAL DETERMINATION HAS BEEN MADE RELATIVE TO A SET ASIDE DETERMINATION. This draft solicitation is to procure Laser Guided Training Rounds (LGTR) and associated hardware with an estimated annual production rate of between 7,000 and 15,000 LGTR?s per year. Offerors will be required to be qualified in accordance with the First Article Test provided in Specification AS6178ASCN1, the Interface Control Document (ICD) 923AS390 and the marking drawing 923AS398. The Government shall require any potential offeror, other than the incumbent, to have an approved First Article completed by 30 November 2005. All potential offerors must either have or be able to obtain a Department of Defense (DOD) Confidential clearance. The Government anticipates this solicitation to result in the award of a firm fixed price indefinite quantity/indefinite delivery contract in 2005 with a base year and four (4) option years. NOTE: On or about 23 July 2004, the draft solicitation may be obtained at the following website: www.navair.navy.mil under ?Business Opportunities? under N00019-04-R-0157. At this time, the Draft Solicitation will be comprised of Sections B through J and various attachments and exhibits. Other sections, revisions or amendments will be released as they become available. The Government will only release the solicitation/RFP, including any subsequent amendments, over the Internet. No telephone requests for the solicitation will be accepted, no written requests will be accepted and no hard copies will be mailed. After the DRAFT solicitation release, vendors should regularly access the website to ensure that they have all amendments. A full and open competition is anticipated for this acquisition utilizing BEST VALUE approach to select the most advantageous offer based on both non-cost/price factors as well as cost/price factor. The Government anticipates evaluating the offers based on technical, management, experience, past performance and cost/price related factors. These potential areas of interest are not listed in any order of preference. In addition to comments in regard to the draft solicitation and performance requirement, the Government welcomes any comments and recommendation in regards to evaluation criteria and areas of interest in regards to this draft solicitation. Comments, questions and recommendations to be discussed at industry day are due by Close of Business (COB) 25 August 2004. All comments and recommendations on the draft solicitation are due by 10 September 2004 so they may be evaluated and incorporated, as necessary, into the final solicitation. An Industry Day (pre-Solicitation conference) is being tentatively scheduled for late August in Point Mugu, California. Final date and location will be posted on the above website. IMPORTANT INFORMATION: Registration in the DOD Central Contractor Registration (CCR) database will be a prerequisite for receiving an award. The NAVAIR Conventional Strike Weapons Program Office (PMA-201) intends to procure Laser Guided Training Rounds (LGTR) and associated hardware. The Government intends to award a contract for this procurement on a Firm Fixed Price (FFP) basis with a base year and four (4) option years, with an estimated contract value of $114M. The Government anticipates award in March 2005. The estimated annual quantity is between 7,000 and 15,000 LGTR?s per year. Offerors will be required to be qualified in accordance with the First Article Test provided in Specification AS6178ASCN1, the Interface Control Document (ICD) 923AS390 and the marking drawing 923AS398. The Government shall require any potential offeror, other than the incumbent, to have an approved First Article completed by 30 November 2005. All potential offerors must either have or be able to obtain a DOD Confidential clearance. NOTE: A full and open competition will be conducted using BEST VALUE Source Selection procedures. NAVAIR plans to release the DRAFT Request for Proposal (RFP) on or about 22 July 2004 for contractor review and comment. The DRAFT RFP will be made available via the NAVAIR Electronic Solicitation Website http://www.navair.navy.mil/doing_business/open_solicitations under N00019-04-R-0157. All amendments will be posted at the same Internet website. Hard copies of the solicitation will not be mailed to contractors. After the DRAFT RFP release, vendors should regularly access the website to ensure that they have all amendments. An Industry Day is being tentatively scheduled for late August in Point Mugu, California. Final date and location will be posted on the above website. After the Industry Day a formal RFP will be posted. The government will not accept electronic proposals.
