- DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201814R018 is issued as a Request for Proposals (RFP) and will be awarded as a Purchase Order using simplified acquisition procedures. The NAICS Code 112511. The size standard is $.75 million. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24(a). BACKGROUND: The U.S. Fish and Wildlife Service, Alchesay National Fish Hatchery, Pinetop, Arizona requires contractor to furnish all labor, equipment, supplies, and materials in connection with the furnishing and installing an automated trashrake, complete and in strict confromance to applicable specifications. AUTOMATED RAKING SYSTEMS PART 1 - MECHANICAL AND STRUCTURAL COMPONENTS 1.1 SUPERSTRUCTURE AND MAINRAIL - The Automated Raking System mainbeam structure shall be placed upstream of the racks. The unit's running rails shall be attached to the mainbeam and cover the entire inlet span of approximately 8.0 ft . 1.2 CONVEYOR STRUCTURE - The conveyors shall be installed on the deck immediately downstream of the top edge of the screens. The conveyor No 1 will cover the entire width, dumping debris onto conveyor No 2 which shall be offset to deposit the debris on the north side for a total length of approximately 20 feet. 1.3 MATERIALS OF CONSTRUCTION - All structural components shall be constructed using standard mild steel designated ASTM-A36 with a 36,000 psi minimum yield point. The supporting rail structure shall be designed to resist the maximum bending moment at maximum lift at center span. 1.4 CAPACITIES - The Automated Raking System shall have a boom assembly capable of raking a distance of twelve (12) feet on an angle of 0 ? from the vertical. The lift shall be a minimum of 1250 lbs. with a pressure exerted inward against the racks ranging from 200 to 300 lbs. Effective raking width shall be eight (8) ft. with an eight (8) ft. wide rakehead. Rake cycle time shall be approx. one (1) minute. 1.5 ELECTRICAL SYSTEM - The electrical system shall be contained in a separate control panel and shall include PLC necessary relays, timers, micro switches, motor contactors with overload protection, external alarm contacts, fuses and door mounted switches as required for the modes of operation described in Section Two. 240Volt , Single Phase power shall be supplied by the Government at location to be determined. 1.6 EXTREME TEMPERATURE OPERATION - Heaters shall be installed in the oil reservoir electrical control panel and boom support assembly for extreme cold operation. All heaters shall be thermostatically controlled. 1.7 PAINT - All components and structures, where possible, shall be sandblasted to a near white metal and primed with Devran 201 Series (or approved equal), 2.5 - 3.5 mils of 2 Component Polyamide Epoxy Primer (or approved equal). One finish coat of Devthane 378 (or approved equal), medium gray in color, shall then be applied (2.0 - 3.0 mls). 1.8 LIGHT - A light shall be provided on the bottom of the traveling chassis and be capable of illuminating the raking area. An OFF/ON switch for the light shall be located on the control panel. PART 2 - MODES OF OPERATION - 2.1 CONTINUOUS OPERATION - The machine shall be capable of operating continuously during the heavy trash season to minimize head loss. A continuous mode setting shall be manually selectable at the control panel. 2.2 INTERMITTENT OPERATION - The intermittent mode shall be activated four (4) ways: 1) A start switch located on the control panel. 2) An adjustable exercise timer. The timer shall have the capacity to provide from one (1) to twenty four (24) complete raking cycles as desired in a 24 hour period. The timer shall be located on the control panel. 3) Level Differential Start Contacts (signal and differential controls provided by others) 4) Hand-held, plug-in pendant station. 2.3 SHORT RAKING DEPTH - In either of the above modes, the rake head shall extend into the water only a short distance. The second depth shall be determined during installation and shall be manually selectable at the control panel. 2.4 HAND HELD CONTROLLER - The remote mode shall be activated by connecting the remote control pendant station into a connector on the panel. While the remote control pendant station is connected, the control panel shall be bypassed and all functions, including travel direction, raking direction, raking depth and on/off, controlled by the operator. All systems, both electrical and hydraulic shall be overload protected with a manual reset required at the control panel. 2.5 CONVEYOR - Mode of operation shall be manually selectable at the control panel. The conveyors shall start and run when the raking unit starts, and shall stop when the rake parks. The debris shall be deposited at the applicable disposal point. PART 3 - DELIVERY - Manufacture shall deliver and install unit 8-10 weeks from date of submittal approval. PART 4 - WARRANTY - Manufacturer shall warrant the Automated Raking System to be free from defects in materials or manufacture for a period of one (1) year or 2000 hours, whichever comes first, from the installation date or from ship date if installed by others. The manufacture shall furnish, without cost, parts required to correct defects in material or manufacture, within the period of the warranty. GENERAL DESCRIPTION: Price to include delivery to the Alchesay National Fish Hatchery and all applicable local, state, and federal taxes: 1. Furnish and Install Automated Trashrake 1 ea Unit Price__________ The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items. All interested parties must be registered in Central Contractor Registration (CCR) as prescribed in FAR 52.204-7. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Past Performance; 2. Technical; and 3. Price. Past Performance and Technical, when combined, are of greater importance when combined, when compared to price. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
