- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and FAR part 13 as supplemented with additional information included in this notice. Simplified acquisition procedures apply. This is a request for quote (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through FAC 01-24. RFQ LAQ043009 should be referenced on all proposals. The North American Industrial Classification System (NAICS) codes for this procurement is 334220/421690 and the small business size standard is 750/500 employees respectively. The following items are to be purchased by Bureau of Land Management (BLM), Anchorage, Alaska. The BLM has a requirement for photogrammetry equipment for the following name brand or equal products: Novatel: 1) DL-4-L1/2. DL-4 Enclosure, OEM4-L1/2 Receiver (Enclosure for adverse conditions featuring data logging capability, LCD display and navigation controls. Includes OEM GPS receiver, removable compact flash memory card, power cable and data cable). - (2 ea); 2) GPS-CO16. Antenna cable 15 meter, TNC-TNC. - (1 ea); 3) GPS-C006, Antenna cable, 5 meter, TNC-TNC - (1 ea); 4) PP-GNVT, GrafNav/Graf/Net GPS Post Processing Software (Win95/98/2000/NT/XP) Version 7.00 - (1 ea); DELIVERY: Software and equipment must be received FOB Destination (all freight included). ****The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. ***Award shall be made to the offeror whose quote offers the best value to the government, technical, price and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Price. Technical is more important than price. Offerors shall include the make and model of the products, manufacturer sales literature or other product literature which clearly documents that the offered product meets or exceeds the specifications stated above. FAR 52.212-1 Instructions to Offerors - Commercial Items is incorporated by reference and applies to this acquisition. Within FAR 52.212-1, any reference to "offer" is changed to read as "quote". ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); remit to address if different; and business size. EVALUATION: Evaluation - Commercial Items. The following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc, catalog or established price list, etc. in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Prices shall be the deciding factor among technically acceptable quotes. The following factors shall be used to evaluate offers in order of precedence: Technical compliance with the specifications of the RFQ and cost. 52.212-3, Offeror Representation and Certifications - Commercial Items; and 52.212-4, Contract Terms and Conditions. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisitions Procedures FAR Part 13. Proposals shall be in writing and must be signed by an official authorized to bind the organization. Oral proposals will not be accepted.
