Description
PROJECT TITLE: De Minimis Settlement Offer, Incurred Cost Analysis, Operating Industries, Inc. LOCATION: Superfund Site, Monterey Park, CA JOB DESCRIPTION: The Contractor shall furnish all necessary and appropriate personnel, equipment, materials and services needed for, or incidental to, performing and completing the services required in the contract. The Contractor shall perform work and/or review documents in accordance with the contract and shall ensure consistency with relevant guidance used by EPA in performing cost analysis. All reports and studies shall be prepared and conducted in accordance with CERCLA, SARA, CERFA, NCP and EPA Superfund guidance. The Contractor in consultation with EPA and its consultants will aid in the development of an incurred cost analysis, which EPA will use to derive a settlement price for a de minimis settlement offer. The analysis methodology must be consistent with applicable statutory and regulatory requirements. To the extent relevant and practicable, the analysis should also be consistent with generally accepted accounting principles and any industry standards. In particular, the use of discount rates (and interest rates) to derive 2004 present value cost figures will reflect applicable legal requirements or standard accounting principles. The Contractor shall communicate weekly with the USACE and EPA, either in person or by telephone conference calls. The Contractor shall maintain all technical and financial records for this purchase order. This Procure ment will be conducted under FSC Code: B599 SIC Code: 7389 NAICS Code: 541990. The size standard for this code is $6,000,000.00. TYPE OF AWARD: This RFQ is a Small Business Set-Aside, and all responsible small businesses may respond. All QUOTES are due in not later than 23 August 2004/1:00 PM PDT. ORDERING SOLICITATION: The solicitation for this project will be available on the Sacramento District Contracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil/ for downloading. Any future amendments to the solicitation will also be avail able for download from this web site. REQUESTS FOR COPIES OF THIS SOLICITATION IN ANY OTHER FORMAT THAN WHAT IS ADVERTISED WILL BE DISREGARDED. It is important that you first go to this web site and under contract division home page, click on the adverti sed solicitation you are interested in. Go to plan holders registration. This will require you to establish a user name and password. Keep the user name and password and share it with anyone else in your organization that is responsible for registering your firm on plan holders lists. With our new system you only have to do the full registration one time. If you have your user name and password, you can always go back into the system and register for other jobs without having to go through the entire r egistration process. However, you can only do this by using your initial user name and password. In order to receive notification of any amendments to the solicitation you are required to register for the plan holders list. Please complete all requested information. The solicitation will be available for download ON or ABOUT 9 August 2004. To download the solicitation, you need to go to the Sacramento District Contracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil/. From there click on SACRAMENTO District, then it will take you to list of advertised solicitations and then from there click on the desired solicitation number. At the bottom of this page, there is a bar that says download/view solicitation files. Select plans or specs from the drop down box and press go button. This wil l take you to the next page, then from there click on the file name and download. All responsible small business sources may submit a quote, which will be considered by the agency. Please note that all contractors and potential contractors must be regist ered with the Central Contractor Registration (CCR) Database, effective 31 May 1998.
