- The US Army Corps of Engineers, New York District intends to issue a Request for Proposals (RFP) to award a firm-fixed price contract for construction of a new library and learning center and partial renovation of the existing library at the US Milit ary Academy, West Point, New York. The solicitation will be an unrestricted, best value, trade-off, and one-step solicitation with price evaluation preference for HUBZone small business concerns in accordance with FAR Clause 52.219-4. This solicitation i s not a competitive open bid and there will not be a formal public bid opening. The project consists of performing new construction for a six-story 148,725 sf building with a basement and renovation of approximately 22,300 sf of the existing library. Th e magnitude of the construction project falls between $25,000,000 and $100,000,000. A pre-proposal conference and site visit will be scheduled prior to submittal of proposals, at which time Offerors will be allowed to examine the site. The proposals will be evaluated on the basis of the technical qualifications, subcontracting plan and price. The evaluation process essentially consists of five parts: proposal compliance review, technical evaluation, price evaluation, Source Selection Evaluation Board con ference and final determination by the Source Selection Authority (SSA) of the best overall value to the Government. This source selection may result in an award being made to a higher rated, higher priced Offeror where it is deemed by the SSA that the te chnical superiority of the higher priced offer outweighs the benefits of the lower priced Offeror. To be considered acceptable, Offerors shall specifically address each of the evaluation factors set forth in the solicitation. Proposals will be evaluated on RFP compliance and technical merits. Price proposals will be evaluated on price only. Price will not be scored, but will be evaluated for fairness and reasonableness through the use of price analysis. Technical evaluation factors will include past re levant experience and performance of the Offeror and sub-contractors performing major critical aspects of the project, organizational and management structure, key management personnel qualifications, and technical approach. The technical approach will in clude an integrated master plan and schedule for construction that describes the Offeror's technical approach for executing the work. OFFERORS ARE TO BE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. However, the Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted the Offerors will be afforded the opportunity to revise their proposal. Offerors must demonstrate a thorough understanding of project requirements and a commitment to performance in accordance with the RFP in all aspects of project execution. The applicable NAICS Code is 236220 with a small business size standard of $28.5 million. Completion date is approximately 1200 calendar days from issuance of Notice to Proceed.
