Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Q uotations are being requested and a written solicitation will not be issued. This synopsis/solicitation is for the following services: In an effort to promote reuse and recycling practices, Fort Carson, CO, desires entering into an agreement with a relia ble and well-established recycling company whereby the company collects the used antifreeze from mutually agreed upon locations across Fort Carson, CO, and recycles the spent material into new antifreeze. Fort Carson, CO, will also entertain proposals to buy back the recycled antifreeze but will not be bound to do so by the agreement, nor will the contractor be required to furnish the recycled antifreeze should the Government desire to purchase it. Used antifreeze will be collected from several Ft Carson, CO, locations on a routine basis for recycling. A contracted source that can fulfill the management and technical requirements of this contract with minimal supervision from the Government is desired. To qualify, the following minimum criteria must be m et: (a) Meet all State and Federal laws concerning handling of hazardous materials, AND (b) possess all required transportation licenses (The Contractor must have a valid CDL license) AND, (c) a minimum of six months experience in processing used antif reeze by either distillation or deionization AND, (d) the ability to provide up to fifty 250-gallon storage totes at no cost to the Government AND, (e) the ability to collect used antifreeze from several locations on at least a monthly basis. The contract or, as an independent contractor and not as an agent of the Government, shall provide overall management of the Fort Carson used antifreeze collection program. The Contractor shall be responsible for meeting overall environmental compliance requirements a ssociated with used antifreeze collection, handling, transportation, treatment, record keeping and recycling of the recovered antifreeze product. The Contractor shall provide up to fifty (50), 250-gallon storage totes at up to thirty-two (32) locations ac ross Fort Carson. The totes will be either double walled construction, placed in secondary containment, or have a cage-type device surrounding them to help avoid puncturing, thereby reducing the possibility of a spill. The Government will provide access to the installation and a point of contact to assist with any manifesting and transportation issues. Specific Tasks: Task 1: Pick Up: The Contractor will visit each location at least once per month to pick up used antifreeze. Frequency of pick ups wil l vary based on mission and actual generated quantities. Prior to the initial pickup, the Government will test the used antifreeze from several of the totes to ensure the used antifreeze passes the TCLP and is not a hazardous waste. The contractor will e nsure he possesses adequate spill kit materials in his transport vehicle to clean up any spills caused by the contractor at the pick up locations. Task 2: Manifesting and Payment: The Contractor must identify the quantity of used antifreeze picked up by either weight or volume on an agreed upon document format, have a Fort Carson building representative sign the document, and submit the information monthly to the Contracting Officer Representative (COR). Task 3: Storage Totes: Fort Carson estimates that one tote per building will generally be adequate for temporary used antifreeze storage, but in some cases a drum may be appropriate. In other cases, two or three totes may be needed. Locations include, but are not limited to, Buildings 501, 636, 749, 13 82, 1392, 1682, 1692, 1882, 1982, 2082, 2392, 2427, 2492, 2692, 2792, 2992, 3092, 3192, 3292, 7418, 7426, 8000 (multiple totes), 8030 (multiple totes), 8142, 81 52, 8200, 8300, 8930, 9072. The COR and the Contractor will continually evaluate how to best meet Fort Carson needs while committing no more than fifty (50) totes to Fort Carson. Task 4: Payment: The Contractor shall pay the Fort Carson, CO, Recycle Cen ter with a check on a monthly basis at a minimum rate per gallon proposed by the contractor for the used antifreeze. The performance period shall be 1 SEP 04 thru 31 AUG 05, with two (2) additional one year option periods. The proposed agreement is set a side 100% for small business. The Small Business Size Standard is $10M. The NAICS/SIC is 562112/4212. Central Contractor Registration (CCR) is required. Registration may be accomplished at http://www.ccr.gov.
