- SIMPLIFIED ACQUISITION PROCEDURES DATE: JULY 22, 2004 REQUISITION NO: 04H120849 INTENDED SOURCE: OKLAHOMA STATE UNIVERSITY PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWELVE MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, HRSA, OA, OHRP THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO OKLAHOMA STATE UNIVERSITY. CLOSING DATE IS AUGUST 5, 2004. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS: BACKGROUND: THROUGH POLICY DEVELOPMENT, TECHNICAL ASSISTANCE, GRANT MAKING AND ADVOCACY, THE HEALTH RESOURCES AND SERVICES ADMINISTRATION=S (HRSA) OFFICE OF RURAL HEALTH POLICY (ORHP) SEEKS TO IMPROVE ACCESS TO HEALTH CARE FOR THE MORE THAN 62 MILLION PEOPLE WHO LIVE IN RURAL AMERICA. ORHP WORKS WITH ALL LEVELS OF GOVERNMENT AND WITH PRIVATE ASSOCIATIONS, FOUNDATIONS, HEALTH CARE PROVIDERS AND COMMUNITY LEADERS TO SEEK SOLUTIONS TO THE PROBLEMS FACED BY RURAL COMMUNITIES. ORHP ADDRESSES THESE AND OTHER PROBLEMS THROUGH ITS RESEARCH, INFORMATION DEVELOPMENT, GRANT MAKING AND POLICY EFFORTS. OVER THE PAST FOUR YEARS, THE ORHP HAS BEEN FUNDING A PROJECT CALLED "RURAL HEALTH WORKS" THE PURPOSE OF THIS PROJECT IS TO HELP RURAL COMMUNITIES RECOGNIZE HOW IMPORTANT HEALTH CARE SERVICES ARE TO THEIR LOCAL ECONOMY. THE FOCUS OF THIS PROJECT HAS BEEN TO TRAIN STATE-LEVEL OFFICIALS IN HOW TO (1) MEASURE THE ECONOMIC IMPACT OF HEALTH CARE SERVICES (IMPLAN), (2) CONDUCT A FULL COMMUNITY ENGAGEMENT/PLANNING PROCESS AND (3) HELP PROVIDERS IDENTIFY NEW SERVICE OPPORTUNITIES. MOST STATES HAVE PARTICIPATED IN THESE TRAINING WORKSHOPS. IT IS NOW TIME TO USE THE LESSONS LEARNED FROM THIS SUCCESSFUL PROJECT ON A NATIONAL BASIS. PURPOSE: THE PURPOSE OF THIS CONTRACT IS TO DEVELOP A NATIONAL INFORMATION CENTER THAT WILL PROVIDE ANALYSIS, TECHNICAL ASSISTANCE AND INFORMATION TO POLICYMAKERS, RESEARCHERS, STATE OFFICES OF RURAL HEALTH, COOPERATIVE EXTENSION SERVICE AND RURAL COMMUNITIES ON THE IMPORTANCE OF HEALTH CARE SERVICES TO THE LOCAL ECONOMY (RURAL HEALTH WORKS). STATEMENT OF WORK: GENERAL REQUIREMENTS: ALL WORK DONE UNDER THIS CONTRACT SHALL BE DONE UNDER THE GENERAL GUIDANCE AND MONITORING OF THE PROJECT OFFICER. THE CONTRACTOR SHALL ARRANGE QUARTERLY CONFERENCE CALLS WITH PO. THE CONTRACTOR SHALL PROVIDE THE NECESSARY SERVICES, QUALIFIED PERSONNEL, SUPPLIES, MATERIALS, EQUIPMENT AND FACILITIES, NOT OTHERWISE PROVIDED BY THE GOVERNMENT UNDER THE TERMS OF THIS CONTRACT, AS NEEDED TO PERFORM THE TASKS AS SET FORTH BELOW. SPECIFICALLY, THE CONTRACTOR SHALL FULFILL THE OBJECTIVES OF THIS CONTRACT BY PERFORMING THE TASKS LISTED BELOW: TASKS: TO ACCOMPLISH THE GOALS OF THIS PROJECT, THE CONTRACTOR SHALL CONDUCT THE FOLLOWING TASKS: TASK 1: MEET WITH PROJECT OFFICER THE CONTRACTOR SHALL, WITHIN ONE MONTH OF EDOC, MEET WITH THE PROJECT OFFICER BY PHONE TO DISCUSS STRATEGY FOR MEETING THE OBJECTIVES OF THIS CONTRACT. TASK 2: DEVELOP INFORMATION CENTER THE CONTRACTOR SHALL MAINTAIN THE CAPACITY TO RESPOND TO PHONE CALLS, EMAILS OR OTHER REQUESTS FOR INFORMATION ON (1) THE IMPACT OF HEALTH CARE SERVICES ON THE ECONOMY OF RURAL COMMUNITIES AND (2) RURAL HEALTH WORKS. THE CONTRACTOR SHALL IMPLEMENT THESE RESPONSES BY: 1. MAINTAINING A COLLECTION OF APPROPRIATE MATERIALS 2. HAVING KNOWLEDGE OF EXPERTS AND CURRENT ACTIVITIES THROUGHOUT THE COUNTRY 3. INFORMING USERS OF CURRENT INFORMATION/ACTIVITIES VIA LISTSERVE 4. PROVIDING A RESPONSE WITHIN FIVE WORKING DAYS OF REQUEST TASK 3: ESTABLISH AND MAINTAIN A USERS GROUP THE CONTRACTOR SHALL FORM A GROUP OF EXPERTS AND USERS OF RURAL HEALTH WORKS FROM AROUND THE COUNTRY TO PROVIDE INPUT INTO THIS PROJECT. THE CONTRACTOR SHALL KEEP THEM INFORMED ABOUT NEW IDEAS AND THE LATEST PRACTICES. THIS GROUP SHALL MEET, BY PHONE, ON A QUARTERLY BASIS. TASK 4: PROVIDE TECHNICAL ASSISTANCE THE CONTRACTOR SHALL PROVIDE TECHNICAL ASSISTANCE, WITHIN AVAILABLE RESOURCES, TO SORHS, CES/USDA, RESEARCHERS, ETC. ON THE ECONOMIC IMPACT MODEL AND RHWHS. TASK 5: CONDUCT TRAINING WORKSHOPS THE CONTRACTOR SHALL CONDUCT TWO REGIONAL TRAINING WORKSHOPS ON RURAL HEALTH WORKS FOR NEW HEALTH AND ECONOMIC DEVELOPMENT SPECIALISTS. THESE WORKSHOPS WILL INCLUDE TRAINING IN IMPLAN, COMMUNITY ENGAGEMENT AND HEALTH SERVICES EXPANSION. FOLLOW-UP EMAIL AND PHONE CONSULTATIONS WILL BE MADE IF NEEDED TASK 6: DEVELOP POLICY RELEVANT DOCUMENTS THE CONTRACTOR SHALL CONDUCT RESEARCH AND DEVELOP THREE NEW APPLICATIONS OF THE ECONOMIC IMPACT MODEL TO POLICY RELEVANT ISSUES AT THE STATE OR NATIONAL LEVEL. THE TOPICS FOR THESE STUDIES WILL BE DETERMINED IN CONSULTATION WITH THE PROJECT OFFICER. TASK 7: CONDUCT AN EVALUATION THE CONTRACTOR SHALL CONDUCT A PROCESS EVALUATION OF ACTIVITIES UNDER THIS CONTRACT TO HELP MAXIMIZE PROJECT EFFECTIVENESS. TASK 8: MEET REPORTING REQUIREMNETS THE CONTRACTOR SHALL SUBMIT THE FOLLOWING REPORTS TO THE PO: 1. AN ANNUAL PROGRESS REPORT WHICH INCLUDES (1) A SUMMARY OF ACTIVITIES CARRIED-OUT DURING THE YEAR, (2) AN ACCOUNTING OF COSTS. SOLE SOURCE DETERMINATION IS BASED UPON THE FOLLOWING: RURAL HEALTH WORKS (RHWKS) IS A NATIONAL PROJECT ESTABLISHED IN 2000. THE MISSION OF RHW IS TO PROVIDE TECHNICAL ASSISTANCE, INFORMATION, TOOLS AND RESOURCES FOR MEASURING THE IMPACT OF THE RURAL HEALTH CARE SECTOR ON LOCAL, STATE, AND NATIONAL ECONOMIES. IN ADDITION, THE PROJECT MEASURES THE ECONOMIC IMPACT THAT RURAL HEALTH PROGRAMS HAVE ON RURAL ECONOMIES. RHW PRIMARILY TEACHES PROFESSIONALS IN STATES HOW TO USE THE IMPLAN SOFTWARE TO MEASURE THE ECONOMIC IMPACTS FOR THE RURAL HEALTH SERVICES ON THE ECONOMY. THE TRAINING INCLUDES AN UNDERSTANDING OF THE MODEL USED WITH THE SOFTWARE (INPUT-OUTPUT) AND TRAINING AS TO CORRECT USES. THEN, TECHNICAL ASSISTANCE IS PROVIDED TO INSURE QUALITY AND ACCURATE APPLICATIONS BY THE PROFESSIONALS IN THE STATE. THE PROJECT ALSO PROVIDES TRAINING AND ASSISTANCE WITH THE COMMUNITY HEALTH ENGAGEMENT PROCESS AND HEALTH FEASIBILITY STUDIES. RHW HAS RECENTLY COMPLETED AN ECONOMIC STUDY OF THE IMPACT OF MEDICAID ON A STATE'S ECONOMY AND AN ECONOMIC STUDY OF ALL HOSPITALS ON A STATE'S ECONOMY. RURAL HEALTH WORKS WAS DEVELOPED AND MAINTAINED AT THE DIVISION OF AGRICULTURAL SCIENCES AND NATURAL RESOURCES, DEPARTMENT OF AGRICULTURAL ECONOMICS AT OKLAHOMA STATE UNIVERSITY. PROJECT PERSONNEL INCLUDES A PROJECT MANAGER WITH HIS PH.D AND HAS WORKED WITH THE INPUT-OUTPUT MODEL IN BOTH HIS M.S. AND PH.D DISSERTATIONS. THE CONTRACTOR HAS APPLIED THE MODEL TO MEASURE THE IMPACT OF MANY CHANGES ON THE LOCAL ECONOMY. IN 2000, WITH THIS PROJECT, THE CONTRACTOR DEVELOPED THE APPLICATIONS RELATIVE TO RURAL HEALTH. THE CONTRACTOR HAS WORKED WITH THE MODEL FOR 30 YEARS AND HAS PUBLISHED EXTENSIVELY. KEY STAFF ARE RESPONSIBLE FOR RUNNING THE IMPLAN MODEL, PROVIDING MUCH OF THE TECHNICAL ASSISTANCE AND ASSISTING WITH NEW APPLICATIONS. STAFF SKILLS INCLUDE EXTENSIVE KNOWLEDGE OF THE SOFTWARE AND EXCELLENT SKILLS IN BUILDING SPREADSHEETS TO ASSIST WITH THE PROCESS. THEY PROVIDE MOST OF THE TECHNICAL ASSISTANCE RELATIVE TO THE IMPLAN SOFTWARE. BECAUSE OF THE UNIQUE RANGE OF SKILLS REQUIRED TO TRAIN PROFESSIONALS TO RUN THE MODEL AND DEVELOPMENT OF NEW APPLICATIONS, IT HAS BEEN DETERMINED THAT THIS ORGANIZATION IS THE ONLY AND MOST QUALIFIED TO CONDUCT THE PROCUREMENT. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
