Description
Notice of intent to negotiate a Sole Source contract with Advanced Technologies and Laboratories International, Inc 20010 Century Boulevard Suite 500, Germantown, Maryland 20874. The Advanced Technologies and Laboratories International, Inc is the only source that can provide the Office of Emergency Management. Advanced Technologies and Laboratories International, Inc is compatibility, uniformity, training familiarity, and operational use to meet the product is Office of Emergency Management and is not available from any other known source. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Proposal? No. DE-AD52-04NA00202." The Contract Type being considered for this award is a Firm Fixed Price type contract. The term of the 3 years, with 2 options. Contract shall begin on or around 01 Aug 04, contract completion shall be on or about 30 Jul 07 with two options years. The Offerors should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, or 8(a) business. The North American Industry Classification System (NAICS) Code is 541710 with a corresponding qualifying size standard of employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/AL intends to award the following line items: The National Nuclear Security Administration (NNSA) has experienced significant costs in time delays in missions critical to the Administration and the Department of Energy attributable, in part, to the length of time now taken for access authorization requirements. In an effort to reduce the time element currently experienced in the process without introducing unacceptable national security risks, AL has researched the market for potential tools that could provide a rapid assessment of an individual?s trustworthiness, reliability, and responsibility relative to lifestyle, work history, behaviors, and counterproductive or illegal behaviors. Such a tool could be used in conjunction with elements of current investigative requirements to mitigate national security risks in granting interim access authorization while awaiting receipt of expedited special security background investigations. Computer Employment Applications, Inc., has developed a proprietary automated, interactive, computer-based interview DOS application containing interview modules that would, with some modification and module expansion, satisfy our DOE requirements for coverage of and individual?s life and history relative to the Questionnaire for National Security Positions and the criteria by which DOE determines eligibility for access authorization. The services required are the modification of the existing system and use of the proprietary system in a six-month pilot test mode on a limited NNSA population of access authorization applicants. The government will not except any cost proposal for the acquisition for this GSA purchase. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://doe-iips.pr.doe.gov/doebiz.nsf/Help?OpenForm or http://www.doeal.gov/cpd/readroom.htm. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
