- Description
- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration/National Marine Fisheries Service (NMFS) intends to negotiate on a non-competitive basis with State of Maine Department of Marine Resources to collect data for the highly migratory species recreational fishery in the State of Maine during 2004, 2005, and 2006. Raw data shall be delivered in SAS dataset format no later than the 21st day following each month of data collection. The Contractor shall be responsible for delivery of all Large Pelagic Intercept Survey (LPIS) data in SAS database format according to specifications supplied by NMFS. Error-free files of intercept survey data shall be sent electronically by email to NMFS in Silver Spring, MD by 5:00 PM on the 21st day following each month of data collection. Data elements should include all data fields as collected. The Contractor shall provide monthly summary reports no later than the 21st of the following month and an annual final report, summarizing data collected from the LPS each year by the 21st of December following each performance period. These reports should be submitted in an electronic format (i.e., MS Word) to an email address designated by the Highly Migratory Species (HMS) Management Division of NOAA Fisheries. The final report shall include the following: 1. A detailed explanation of the operations of the survey and a summary of any outreach activities. 2. All data collected during the study. 3. An overview of any lessons learned during these monitoring activities. Which elements worked well as originally planned for the study, which required modification in order to obtain the desired result and what did such modifications entail and explain why any additional activities were needed and how they were implemented. 4. Suggested improvements or changes that should be considered for future monitoring activities of BFT and other HMS. 5. A copy of the Quality Assurance/Quality Control (QA/QC) Plan used to ensure accuracy and quality of data delivered to NOAA Fisheries, an assessment of how the plan worked, and recommendations for improvement.
