Options 1-4 Quantity: Minimum 241,200 Each; Maximum 482,400 Each. Trousers, Combat/Utility, Woodland Camouflage, MARPAT TM, MCCUU, Quantity Base: Minimum 324,340 Pair; Maximum 648,660 Pair with four term options. Options 1-4 Quantity: Minimum 248,400 Pair, Maximum 496,800 Pair. Blouse, Combat/Utility, Desert Camouflage, MARPAT TM, MCCUU, Quantity Base: Minimum 191,730 Each; Maximum 383,640 Each with four term options. Options 1-4 Quantity: Minimum 178,200 Each; Maximum 356,400 Each. Trousers, Combat/Utility, Desert Camouflage, MARPAT TM, MCCUU, Quantity Base: Minimum 199,400 Pair; Maximum 398,800 Pair with four term options. Options 1-4 Quantity: Minimum 181,800 Pair; Maximum 363,600 Pair. Blouse, Maternity, Woodland, MARPAT TM, MCCUU, Quantity Base plus four term options: 1,680 Each; Maximum 3,330 Each. Two awards will be made at different percentages accounting for 60% of the total quantities listed above. The Small Business Set-Aside portion will account for 40% of the total quantities listed above. The set-aside portion will allow for two awards at 20% each of the 100% set-aside quantity based on Best Value evaluation. Destination: SEQ ? Suffolk, VA and TRA ? Austin, TX. Items to be manufactured in accordance with MIL-PRF-MCCUU-B, Dated July 22, 2004 (Blouse and Trouser) and MIL-PRF-MCMU dated January 26, 2004 (Maternity Blouse and Trouser). Patterns and/or specifications must now be requested directly over the Internet. Procurement will be issued on an unrestricted & set-aside basis and will be evaluated under Best Value procedures with the following evaluation factors: Product Demonstration Model, Experience/Past Performance, Manufacturing Plan, Industrial Mobilization (Surge), Socioeconomic Considerations, DLA Mentoring Business Agreements (MBA) Program, and Javits-Wagner-O?Day Entity Proposal (JWOD). Availability of solicitation, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in the DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
