Description
The Defense Logistics Agency, DES Corporate Contracting Office, intends to award a Firm-Fixed Price contract for Pest Control Services for the Defense Logistics Agency Head Quarters Complex. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation SP4700-04-R-0004 is issued as a Request for Proposal (RFP). This is a competitive acquisition under NAICS 561710, size standard of six (6) million dollars and is restricted to 100% small business set-aside. Please identify your business size in your response based upon this standard. Offerors must meet all of the requirements within solicitation. Partial proposals will not be accepted or evaluated. In order to be technically acceptable the proposal must meet all of the requirements of the Statement of Work. A minimum of three Past Performance Questionaires must be completed by current or past (within the last two years) customers and provided to this contracting office NLT the close of this solicitation. Pricing for the BASE and FOUR OPTION YEARS must be priced completely. The Schedule of Deductions must be completed as described within Attachment 11. As required in section C part 1., prior to the Government exercising Option Year One (fiscal year 2006), the Contractor must be prepared and have available the staff/resources who hold a Secret Clearance for access into the DTRA section (scheduled competition of FY 2006) of the DLA Headquarters Complex building. For Option Year One (1) the new requirement for access to the DTRA area will require the contractor having staff/resources having a secret clearance that must be in place at that time and CANNOT BE IN THE PROCESS OF BEING CLEARED in order to meet the security clearance regulations for access to the DTRA controlled area. The proposal must provide a contingency plan how the contractor will provide the staff/resources with the secret clearance prior to October 2005.
