- The acquisition is for drydock and dockside and emergency/CASREP repairs to the 140 foot WTGB ICEBREAKING TUGS in the Northeastern section of the United States. The requirements period of performance is to run 12 months from date of award. The procurement contains Four (4) 12 month option years to be exercised at the government?s discretion. THIS REQUIREMENT IS A TOTAL SMALL BUSINESS SET ASIDE. The small business size standard is less than 1,000 employees. THIS IS ALSO A BEST VALUE PROCUREMENT. The work items include but are not limited to: Welding Repairs; Stud Renewal; Clean Voids and Ballast Tanks; Renew Fasteners; Clean Sewage and Grey Water Collection and Holding Tanks; Renew Doors, Hatches and Scuttles; Remove, Inspect and Reinstall Propellers and Propeller Shafts; Overhaul Shaft Seal; Install/Machine Bulkhead Face Plate; Fabricate Coupling Bolts; Renew Shaft Covering; Renew Stern Tube Bearing; Perform Minor Repairs and Reconditioning of Propeller; Clean and Inspect Raw Water Air Cooler Heat Exchangers; Main Prop Gen #1 and #2 Raw Water Air Cooler; MDE #1 L/O Coolers; SSDG #1 L/O and Jacket Water Coolers; Clean Exhaust Stack Piping and Spark Arrestors; Exhaust Stacks; Clean and Inspect Ship?s Service Diesel Generators; Clean In-Place SSDG#1 and Varnish Treat; Preserve Transducer Hull Ring; Clean Ventilation Systems; Overhaul Various Ventilation Fans and Damper; Clean, Inspect and Test Fans; Overhaul Main Motor Blower; Overhaul and Renew Valves; Overhaul Fuel Oil Manifold; Inspect and Test Relief Valves and Air Receivers; Inspect and Test Potable water Pneumatic Head Tank; Inspect and Test AFFF System; Inspect Steering System; Overhaul Steering Pump and Motor; Remove, Inspect and Reinstall Rudder Assembly; Renew Rudder Bearings; Inspect and Test Weight Handling Equipment; Overhaul Anchor and Anchor Chain; Overhaul Anchor Windlass Assembly; Overhaul Warping Capstan Assembly; Clean Sewage and Grey Water Piping Systems; Modify Grey Water Piping; Preserve Various Bilge Surfaces; Preserve Chain Locker; Preserve and Disinfect Potable Water Tanks; Preserve Ballast Tanks and Voids; Preserve Main Mast Fore Mast and Stub Mast; Preserve Sewage and Grey Water Collection and Holding Tank; Preserve Weather Decks; Preserve Underwater Body; Preserve Freeboard; Reseal Cosmetic Polymeric Deck Covering Systems; Renew Deck Covering Systems; Service Life Rafts and Hydrostatic Releases; Clean Various Bilges; Provide Temporary Logistics; Routine Drydocking; Laydays All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At least two references are requested, but more are desirable. The solicitation will be posted in the FEDBIZOPS on or before August 23, 2004 at http://www.eps.gov. A PREBID CONFERENCE WILL BE SCHEDULED AND TIME AND DATE WILL BE STATED IN THE SOLICITATION. Failure to submit all information requested may result in a restricted acquisition. Note 1.
