- Description
- The Fleet and Industrial Supply Center Norfolk, Washington Detachment, intends to award a sole-source contract to Kongsberg Satellite Services of Tromso, Norway to procure Synthetic Aperture Radar Images. Synthetic Aperture Radar (SAR) imagery is the only high-resolution data source capable of penetrating the perpetual cloud cover and illuminating conditions unique to the polar regions. This equipment helps the Naval Ice Center?s (NIC) continue their mission to provide worldwide operational sea ice analyses forecasts for the armed forces of the Department of Defense, Allied Nations, the Departments of Commerce, Transportation and other U.S. government and international agencies. Use of the SAR data to monitor conditions for the region is essential. The SAR Radar Satellite (RADARSAT) is the first satellite designed for operational sea ice analysis. Its C band (5.3 GHz) HH polarized SAR sensor provides complete Arctic coverage at 100 meter resolution. The SAR ?s beam steering capabilities allow coverage over a 500 km swath at 100 meter resolution. Current technology allows creation of ice classification, concentration and motion products, which greatly aid in production of a wide variety of ice information and decision making products. The Kongsberg International Satellite Station has limited on-board recording capabilities that allow the satellite to ?see? ground stations and to download the imagery. The Kongsberg ground station located in Norway is also an ideal location for NIC to collect resolution data for the polar regions. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance is anticipated to be from October 1, 2004 to September 30, 2005, with four (4) one-year options. The SIC Code is 4899. See Note 22.
