- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number F73AUO416812 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20040625. The North American Industry Classification System code is 488119 with a small business size of 500 employees. This acquisition will be issued as a 100% Small Business set aside. Listed herein is the statement of work that will need to be accomplished and all applicable technical orders that will apply. 1. All static display repair/renovation/maintenance will be accomplished on site, as is, where is. Contractor shall provide all labor, materials, and equipment necessary to reattach the top section (approximately 6 feet in length) and nose cone of the Minuteman II missile on static display at AFROTC Detachment 305, Louisiana Technical University, Ruston, Louisiana. If required, Contractor shall remove sections of the missile to perform internal repairs. 2. Contractor shall make repairs/replace with material of existing quality in accordance with applicable directives. Contractor shall provide major/full paint, removal of all areas of internal and external rust and corrosion, removal of any dents from the external surface, prime all bare spots, appropriately seal sections to prevent water seepage, replace existing markings and decals, provide structural maintenance to include modification, manufacture, and replacement of sheet metal, fiberglass, plastic components, bird screens, and related hardware. All paintwork shall be free of runs and defects and have a smooth apparent finish. 3. Contractor shall remove all surface contamination such as oil, grease, loose paint, mill scale, dirt, foreign matter, rust, mold mildew to assure sound bonding to the tightly adhering old paint. Spot prime any bare areas with an appropriate primer. Loose, cracked or spider webbed existing coating should be power tool cleaned to bare metal. The static shall be painted with polyurethane paint. 4. Contractor shall apply coatings between the temperatures of 55 to 110 degrees Fahrenheit, no colder no hotter. No painting is to be done above 85% relative humidity. No exterior painting will be done immediately after a rain, during foggy weather, when rain is predicted and painting should cease four hours prior to sundown to allow the coating sufficient time to cure prior to dew and moisture setting in. 5. Contractor is required to comply with all Federal, State, County, City, Base Bio-Environmental, OSHA, EPA and or any other applicable guidelines pertinent to outdoor preparation/painting of static displays to include collection and disposal of waste materials. 6. Repairs do not have to meet aircraft/missile operational standards; however, they must meet the original shape and cosmetic appearance. 7. Repaint the base/platform on which the missile static is mounted. 8. All work will be accomplished in accordance with, but not limited to; Technical Orders (T.O.s) 1-13,1-1-4, 1-1-8, 1-1-691, AFI 84-103 ?Museum System,? Historical Property Agreement (HPA), and AETCI 21-101 ?Maintenance Management of Aerospace Equipment?, or as directed by the Contracting Officer. Technical Data will be made available to Contractor. 9. Contractor shall provide a supervisor who may be a member of the paint/repair crew. The supervisor will perform a walk around with the AU/HO, 42 CONS/LGCM-3, and/or their designated representative(s) to check the missle for any damage before work begins and after completion of painting/repairs with this same person. The initial walk around will also be used to coordinate any requirements the contractor needs the AU/HO and/or 42 CONS/LGCM-3 representative(s) to accomplish before work begins. Contractor will give 10-day notice to AU/HO and/or 42 CONS/LGCM-3 before beginning any painting. 10. Paint/repair crews shall not be released until work has been inspected and accepted by AU/HO, 42 LG/LGM, and/or their designated representative(s) and all discrepancies corrected. 11. The contractor shall provide required safety equipment. 12. The contractor shall make available, to all paint/repair crew members, the Material Safety Data Sheets (MSDS) for all paints, solvents, and chemicals used during the work. Contractor shall ensure all his personnel are aware of the purpose and all the precautions associated with these documents, and appropriate Personal Protective Equipment is supplied to individuals working at the site. 13. The contractor shall clean up the work area and ensure grass areas around the static display are not damaged, along with any other buildings, plant and vegetation in the immediate area. 14. Contractor assumes all responsibility for overspray on vehicles, buildings, landscaping, etc.. 15. Paint/repair equipment and supplies shall be removed from the work site after work has been completed. Daily clean up of area may be required to keep area neat and in an orderly fashion. 16. Work will be performed during normal duty hours, Monday through Friday with some weekend work, if allowed. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5, "Test Program for Certain Commercial Items." For quotations determined technically acceptable, a best value selection based on price, delivery, and past performance will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will be based on price, delivery, and past performance. Each offeror's quoted price will be evaluated for reasonableness. The offeror must submit at least two references that can provide relevant past performance information to the contracting officer. Past performance will be evaluated based on relevancy (size/scope/complexity), quality of product/service, timeliness of delivery/performance and business relations (customer service). Award may be made to other than the low offeror when, after evaluating delivery, and past performance. The contracting officer will make and award as determined to be in the government's best interest. Award will be made to a single source. The desired delivery date will be NLT 15 October 2004. The provision at FAR 52.212-1, Instruction to Offerors - Commercial Items (Jan 2004), applies to this acquisition.
