Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)is hereby providing notice of its intent to negotiate a sole source procurement with Cornell University to for continued services to conduct a study of sea turtles in Long Island Sound and Peconic Bay. The contractor shall fulfill the following objectives: Continue a long-term study of the Long Island Sound and Peconic Bay Estuary ecosystem to establish a health index site for sea turtles; integrate research and monitoring of sea turtles in New York, all within the context of identifying potential long-term environmental trends in sea turtle distribution, demography, species composition, morphometrics, habitat structure and quality, and turtle heatha nd ecology, and: qualify and model the physical and biological environmental conditions and make connections to turtle ecology and future management strategies. In order for this research to be sucessfull, it is imperative that researchers have experience in the life histories of sea turtles in NY and a familiarity with the typical migration,foraging, and distribution of turtles in this area. The proposed project is an extension of a previous study conducted by the university and previous data will be compared with the results of the newly aquired data. The statutory authority for this other than full and open competition is 41 USC (253(c)(1), Only One Responsible Source. This action is anticipated to be below the simplified acquisition threshold of $100,000.
