Description

Expression of Interest and Industry comments are being solicited by the Washington Metropolitan Area Transit Authority (WMATA) for Request for Proposal (RFP) FN5008/FMP, Rail Yard Expansion Project at Brentwood, Greenbelt, and Shady Grove Yards. This is a ?fast-track? two phase Design Build (DB) procurement that requires the DB to perform final design services for renovation and expansion of three existing WMATA Service & Inspection (S&I) yards, and construction of the requisite improvements. Phase I, Request for Qualifications (RFQ), will require the Proposer(s) to submit their Statement of Qualifications (SOQ). The Phase I proposals will be evaluated and no more than five Proposers will be invited to submit technical and price proposals under Phase II, Request for Proposals (RFP). The Phase II technical and price proposals will be evaluated and a successful Proposer will be chosen to complete the final design and all construction work. Award will be made to that proposer who provides the best overall technical design solution on a ?Fixed Budget / Best-Design? basis. In order to promote increased competition and to enhance design innovation and in consideration for preparation of a Phase II technical design proposal, WMATA will provide for a stipend to be paid to the unsuccessful Phase II offerors whose design conforms to furnished design criteria and whose technical proposal is deemed to be technically acceptable. Details on the amount of the stipend and administration thereof will be included in the RFQ. The scope of the project is for the construction of a new, two-story 72,000 s.f. back shop building at the Greenbelt Yard facility to accommodate all component repairs from the Brentwood Yard. Wheel and axle repairs will be expanded in the existing Greenbelt S & I shop. Construction of a new 16 bay S & I double ended maintenance shop with necessary trackwork and systems will be constructed at the Shady Grove Yard immediately adjacent to the existing shop. Expanded back shop, parking and laydown areas will also be constructed at Shady Grove. Relocation of all heavy repair operations including wheel and axle repairs, electronics, HVAC, battery brake motor machine and other support functions from the Brentwood S & I shop to Greenbelt. Three new tracks and four S & I bays will be installed in the space vacated by heavy repairs at the Brentwood yard. The Budget for this project is between $100 to $125 million and the performance period is approximately 34 months with an end date for completion of September 2007.
