- NAICS Code: 541380 The U.S. EPA intends to negotiate on a sole source basis with Microbial Insights for an analysis and report of aquifer solids and zero-valent iron core samples collected from a hazardous waste site with ground water contaminated by dissolved arsenic under the authority of FAR Part 6.302-1. EPA will provide the contractor with approximately 100 core samples for Phospholipid Fatty Acid Analysis (PLFA) and a maximum 40 samples for Dentauring Gradient Gel Electrophoresis (DGGE) and Denaturing Gradient Gel Electrophoresis (DGGE) Band Analysis in batch sets. The contractor shall provide a report separated by batch set, describing the analyses conducted, number of samples analyzed, QA/QC procedures utilized, and any general data analysis. Analytical results shall be reported on a dry weight basis to maintain consistency with previous analyses conducted. This acquisition requires a contractor which has proven accomplishments in conducting PLFA, DGGE, and DGGE Band Analysis. The U.S. EPA believes that Microbial Insights is uniquely qualified to meet this requirement as it has already developed the testing methods and conducted analyses and reports on previous samples. Utilizing Microbial Insights for these analyses will ensure consistency in data reporting, analytical procedures, and the need to directly compare data. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required components may submit technical documentation to establish its assertion. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
