- The Space and Naval Warfare Systems Command (SPAWAR) intends to negotiate a modification of contract N00039-03-C-0026, on a sole source Firm-Fixed Price (FFP) basis, to Lockheed Martin Corporation Maritime Systems and Surveillance (LM-MS2), 3333 Pilot Knob Road, Eagan, MN 55121-2034 for the following: (a) The development of one (1) lot of SEAWOLF Class Exterior Communications System (ECS) (also known as Common Submarine Radio Room (CSRR)) classroom training materials. (b) The conduct of one (1) SEAWOLF Class hands-on operator training session using existing laboratory facilities at LM-MS2, Eagan, MN. (c) Options for: (1) A minimum of two (2) additional SEAWOLF Class hands-on operator training sessions using existing laboratory facilities at LM-MS2, Eagan, MN. (2) The development of a Personal Computer (PC)-based simulation of the SEAWOLF Class CSRR C&M Graphic User Interface (GUI) screens. Lockheed Martin (LM-MS2), the designer and producer of most CSRR equipment, has the unique capability to provide the alternative training materials and the laboratory facility to support hands-on operator-training sessions. The training requirements being developed under this contract shall be based on LM-MS2's current development. The Government is not soliciting proposals in response to this synopsis. The solicitation will be issued without further notice. The NAICS code for this procurement is 6116. See Government-wide Numbered Note 22 and 26 below. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
