Description

This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations. The National Park Service intends to issue a Request for Proposal for Stabilization of Shirley House. LOCATION: Vicksburg National Military Park, Vicksburg, Mississippi. SOLICITATION NUMBER: N5600040069. BACKGROUND: The Shirley House is a wood-framed two story structure with a basement exposed on the back. The gross square footage is 6700 s.f. (2600 basement, 2600 main level, 1500 attic). The house is over 140 years old, underwent major restoration in 1903, and partial restoration in the 1960s. DESCRIPTION OF WORK: The National Park Service requires a firm, fixed-price construction contract to furnish all materials, labor, parts, equipment, supervision, and all other incidentals as necessary for the successful completion of the above named project. Work includes, but is not limited to: removal of existing roofing, installation of new roof sheathing, cypress shingles with cut nails, replacing gutters and downspouts, repairing of subsurface drain lines, repointing chimneys, installation of new interior wood beams and columns to support roof syste, temporarily bracing of exterior walls with "two-by" lumber, and stabilizing interior floors by covering with plywood. BID ALTERNATIVE 1 is (in lieu of the plywood cover) to completely rehabilitate the first floor structure to handle a 100 lb/sf load (includes installing additional joists and repairing/restoring the flooring to its historic condition). BID ALTERNATIVE 2 is to repair/recondition all exterior wood doors and windows. AWARD IN THE BEST INTEREST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND ADDITIVES FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF AWARD, PROVIDED THAT AWARD ON SUCH COMBINATION OF BIDS ITEMS DOES NOT EXCEED THE AMOUNT OFFERED BY ANY OTHER CONFORMING RESPONSIBLE BIDDER FOR THE SAME COMBINATION OF BID ITEMS. The North American Industry Classification Code is 23541. The size standard is $11.5 million. Contract duration is 150 days following the notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $250,000.00 - $500,000.00. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27. The solicitation will be available on or about August 3, 2004. Responses will be due approximately 30 days following issuance of solicitation. All responsible sources may submit an offer, which if submitted in a timely manner, will be considered. All vendors will be asked to register their company with the electronic commerce website. All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the internet site at http:www.ccr.gov. Responses from offerors will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Fascsimile offers WILL NOT be accepted.
