- Sources Sought--The Bureau of Reclamation, Denver Office, has a requirement for a technical expert in the field of stochastic hydrology to serve on the team being assembled to develop stochastic tools for water resources management during drought on the Lower Colorado River. Contractor must be a recognized expert in the field of Stochastic hydrology, thoroughly familiar with problems and issues related to the management and operation of the Colorado River system, and must have a thorough knowledge and extensive hands on experience in working with the computer program SAMS (Stochastic Analysis, Modeling and Simulation) developed by Colorado State University. During contract performance, the contractor will: 1) Participate in planning meetings and briefings on drought management related improvements to SAMS hosted by the Bureau of Reclamation or Colorado State University. During these meetings he will provide expert advice on technology which should be incorporated and how the numerical results should be displayed; 2) Evaluate test versions of the SAMS program to help improve performance and reliability - particularly with respect to capabilities being developed for water management during drought. These evaluations will focus on application to the Colorado River system; 3) Consult with and assist Reclamation's Boulder Canyon Operations Office, Technical Service Center and, as appropriate, other offices in applying SAMS new drought management capabilities for management of the Colorado River system; 4) Review current technology being used for the development of assurance protection triggers at Lake Mead. Develop new methodologies if needed. Provide documentation of technology; and, 5) Prepare interim and final reports. Total performance period is anticipated to conclude on June 30, 2007. Any firm that believes it can furnish the services and contractor qualifications described above should give written notification (by fax, 303/445-6345, or by e-mail at, cwhite@do.usbr.gov) within five days of this published request, or by 12:00 noon Mountain Time July 26, 2004, providing in detail, the ability to comply with the requirements and contractor qualifications, including total extent and scope of experience with the SAMS program, professional publications in the stochastic hydrology field or other recognition of record, and small business size. The NAICS code for this procurement is 541330, with a small business size standard of $4M. This is not a request for proposals. There is no solicitation for this procurement, and responses with contractor information provided to the government will determine whether competitive opportunities exist. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
