- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91CRB-04-T-0179. Requirement is for Mobile Factory Building Mac hine Systems for the Government of Jordan. Requirement includes: CLIN 0001, 1 EACH, Mobile Factory Building Machine System equipped with an integrated microprocessor that controls all machine functions and is capable of producing infinite building shapes and sizes with preprogrammed modules. The Mobile Factory Building Machine System comes complete with gable roof system, double radius system, ground-to-ground system, and auxiliary flat panel technology. Global communications allows for remote diagnostic s and repairs via the on-board laptop computer. CLIN 0003, 1 EACH Computer Softwar e Package utilizes Windows Protocol proprietary software for structural calculations and design development which performs detailed finite element analysis, rapid generation or modification of design models and cost estimating capabilities. The user inpu ts building geometry, snow and wind factors, soil types and other structural details and receives raw material requirements, cost estimations, structural analysis reports including load combination results, suggested foundation design and other detailed de sign data. The results conform to the latest international building codes. The data can be transferred to the onboard microprocessor for the production of bui ldings. CLIN 0004, 1 EACH, Mobile Insulation System for Urethane insulation, complete with generator and compressor. Complete set of spare parts. CLIN 0005, 1 EACH, Mobile Fire Protection System for Urethane fireproofing, complete with gasoline engine. C omplete set of spare parts. CLIN 0006, 1 EACH, Mobile Insulation System for Cellulose Insulation, complete with generator. Complete set of spare parts. CLIN 0007, 1 EACH, Mobile Surface Seal System for Cellulose Surface Seal, complete with compressor. co mplete set of spare parts. CLIN 0008, 1 EACH, Mobile Construction Support Vehicle Tools and Accessories Trailer containing items typically needed for Mobile Factory Building Machine Systems construction in remote areas. CLIN 0009, 2 EACH, Heavy-Duty Traile r - Mounted Multi-Coil Feeder (five coils) for two types of Mobile Factory Building Machine Systems. CLIN 0010, 1 LOT, Mobile Factory Building Machine Systems Training as follows: 0010AA, Complete Prosoft structural analysis and cost estimation training. 0010AB, Commissioning of Equipment. Upon arrival, instruction on unloading, familiarization, part identification, storage, de-preservation and initial operation of system equipment. 0010AC, Hands-On and Classroom Training in Jordan. Complete and comprehe nsive training including operation and maintenance on entire system by two (2) technicians for up to 20 participants. 0010AD, Help Line Telephone Support. Telephone support by technician as for engineers on system for routine functioning and troubleshooti ng. This is a Foreign Military Sales Requirement, FMS Case JO-B-WAA; purchase request BJOA9N4167E700. Delivery terms are F.O.B. Origin. Shipping will be arranged by the cognizant DCMA office; the vendor is not responsible for shipping charges. The ven dor shall supply the contracting office with the location from where the material will be shipping. Exact delivery instructions will be provided with the contract. Offerors must provide a delivery schedule with their proposal. Desired delivery is within 6 months, however, offerors are encouraged to provide alternate delivery schedules if the 6 month delivery cannot be met. Partial shipments are acceptable, however, shipments shall be as consolidated as possible to avoid items being lost in transit. Whi le offerors are not required to ship the material, offerors are required to package the material for shipment. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 applies to this acquisit ion. Offers will be evaluated based on price and delivery schedule. While price is more important than delivery, award will be made to the offeror that provides the best delivery schedule for the best price. A completed copy of the provision at 52.212-3 , Offeror Representations and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
