- This notice releases a solicitation for IT facility, programming and repair services in support of three computer facilities for the Occupational Safety and Health Administration's Directorate of Science Technology and Medicine. Interested parties need to read the entire announcement published on-line in the Federal Business Opportunities under Department of Labor, Office of the Assistant Secretary for Administration and Management, Washington, DC office, to include attached MS Word and Excel files for the solicitation and statement of work w/attachments, and then download documents from FedBizOps. In accordance with FAR Part 12, this is a combined synopsis/solicitation notice. This notice and attached documents are the entire solicitation; a paper solicitation will not be issued. This is a new requirement currently being met through a variety of individual purchase orders and has not been consolidted into a combined contract action. The facilities are located in Salt Lake City, Utah; Cincinnati, Ohio; and Washington, DC. This is NOT the same requirement for which preliminary notices were released on 7/13/04 for other OSHA Information Technology requirements. This requirement is 100% set-aside for small business but with sources restricted to those firms with existing management and performance in both the Salt Lake City, Utah and Washington, DC areas. The requirement has been consolidated together due to the need for increased management oversight by the DOL under a single contract and project officer. The requirement is not "bundling" because it is to be performed by small businesses. Solicitation on this requirement is restricted to bidding from firms with existing management and performance in BOTH the Washington, DC area and the Salt Lake basin as of the date of this solicitation. The Cincinnati portion of the requirement is a relatively small amount of the overall requirement and can be handled by a purchase order or subcontract within the umbrella of the overall contract without requiring existing performance in Cincinnati. Market research indicates that due to the presence of Hill Air Force Base in the Salt Lake basin combined with the Federal presence in Washington, DC there will be a sufficient number of small business firms available under the required criteria to provide these services. An electronic copy of the solicitation to include separate files for the statement of work and equipment list are attached to this solicitationas MS Word and Excel files. This notice will appear first and then attachments will appear within a few hours afterwards. Proposals are due by electronic submission not later than Monday, August 23, 2004, 2 p.m. Eastern Standard time. Do not fax or mail proposals. Separate pricing and technical proposals are to be provided, as specified under Section L of the solicitation.
