Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with the University of Massachusetts (Umass) to provide an analysis of herring stock composition using body and otolith shape from putative stocks in the Gulf of Maine, Georges Bank, and Nova Scotia areas. The requirement is a large-scale study of mixing of different components of Atlantic herring in the waters off Canada and the eastern United States using morphometric methods. The proposed contract is a follow on contract to a previous study of herring stock composition successfully conducted by the University. Umass is uniquely qualified to provide the scientific expertise and assistance needed to accomplish the objectives of the proposed stock analysis project as they have pioneered the analysis and interpretation of morphometrics data and are leaders in determining future directions for this field of study. University personnel have developed both conceptual and analytical expertise in this area of work over the last 10 years and no other entities in the region are capable of accomplishing the work that needs to be done. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 2, 2004. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
