- This requirement was originally advertised as DTMA4Q04034. Scope of work is as follows: This award will be for the purchase of a patrol boat for the Suisun Bay Reserve fleet at Benicia, California 94510. The patrol craft shall be at least thirty-two feet in length and of aluminum construction that can perform under varying weather conditions within the Suisun Bay. Construction of the craft will incorporate sound marine practices to make the craft safe and seaworthy. The craft shall be powered by twin inboard diesel fueled Caterpillar series #3126 Tier 2 engines or equal: (a) Rated engine speed 2600 RPM. (b) Electronic governor. (c) The brake horsepower requirement should be rated at least 370bph. (d) Heat Exchanger utilized cooling system. (e) Exhaust system having fumes disposal routed to the turbocharger inlet. (9) The aspiration is turbocharged-aftercooled. (f) Engine oil requirement using 10W30. (g) Fuel system shall have a hydraulic electronic unit injection. (h) Engine shall meet Tier 2 compliance. Consideration for associated mechanical equipment needed to support the prime movers shall be consistent with good marine engineering practices designs. Sufficient batteries and related electrical components are to be supplied to support all onboard electrical operating systems. 3. The craft shall be able to cruise between 25-30 mph without strain on the engines or craft and be capable of sustained speeds of at least 35 mph. 4. The contractor shall agree to provide digital photos to the designates representative of the Suisun Bay Reserve Fleet, of the craft at various stages of construction, to the Governments satisfaction. The contractor shall avail themselves to visits by Government representatives during all stages of the construction process. 5. A contractor representative for the patrol craft will be on site at the Suisun Bay Reserve Fleet when the craft arrives for any possible finial assembly work and for the craft acceptance inspection. All costs associated with this site visit will be part of the contractor's quote for the craft. 6. The contractor shall provide to the Suisun Bay Reserve Fleet representative all manufacture technical manuals for all installed equipment. Contractor shall also provide all drawings/blueprints related to the hull design of the craft. 7. The cost of the craft will include delivery of the craft to the Suisun Bay Reserve Fleet located in Benicia, California. Delivery can be made between the hours of 7:00 AM and 3:00 PM Monday through Friday, exclusive of Federal holidays. Delivery should be made by truck and at least twenty-four hours advance notice will need to be given to the Suisun Bay Reserve Fleet representative in order to have support equipment available to offload the truck. B. Additional Craft Accessories 1. All accessories listed in the specification are to be considered to be the minimum that would be acceptable for this craft. Anything dealing with sizes, design, brand names, quantities etc will be left up to the recommendation of the contractor with the approval of the Suisun Bay Reserve Feet representative. The Contracting Officer shall approve any changes to the specification. C. Specifications; The accessories listed are to be considered the minimum needed to fully outfit the craft to meet good marine practices. 1. Engine compartment vent boxes. 2. Mooring cleats shall be of sufficient size a quantity to safely moor the craft. 3. Anchor locker. 4. Bow pulpit for anchor roller. 5. Capstan/winch mount {electrical powered}. 6. V-berth storage lockers. 7. Zinc mounts/trans mounts. 8. Hand rails around the house and deck perimeter. 9. Rubber fender system around the shear deck for full length of the craft. 10. Hatches, windows and doors of appropriate and quantity in relation to the size of the craft. 11. Swim platform. 12. Removable tow post. 13. Duel fuel tanks that have a minimum of 250 gallons fuel for each tank. 14. Generator platform and a diesel fueled generator of at least 4KW. 15. Craft hoisting slings. 16. Reinforced hull-lifting points. 17. Two tier rail around the bow pulpit. 18. Enclosed head. 19. Cabinets for sink, refrigerator and microwave. 20. Settee storage. 21. Pedestal table. 22. Escape hatch. 23. Anchor light post and flag mount. 24. Deck floodlights. 25. Cabin lights. 26. Spotlight with 200,000-candle light. 27. Navigation light package. 28. Compass. 29. Window wipers. 30. Fuel and instrument gauge package. 31. Engine and bilge alarm system. 32. Two VHF radios and mounts. 33. Bilge pumps and float switches. 34. Black water tank with a thirty-five gallon capacity with pumpout fittings. 35. Sink and accessories. 36. Fresh water tank with a fifty gallon capacity with fill system. 37. Grey water tank with a fifty gallon capacity with pumpout system. 38. Refrigerator and microwave. 39. Cabin fire extinguisher. 40. Fire suppression system in the engine room. 41. Bottom paint to include anti-fouling coating. 42. Non skid all deck surfaces. 43. Paint Marad colors on the hull as indicated by the Suisun Bay Reserve Fleet representative. 44. Install DOT emblems provided by the Suisun Bay Reserve Fleet representative. 45. Two seats for craft operators. 46. Electronic package that will include either Raythteon, Furuno or a brand equal to: a. Radar b. Depth sounder c. GPS d. Light bar with a minimum of two blue strobes. 47. Hydro lift exhaust. 48. Heater with outlets. 49. Trim tabs. 50. Two station Morse control station. 51. Hydraulic steering system. 52. Fuel tank manifold hookup. 53. Horn 54. Shore power connection and correctly sized breaker. This is a 100% small business set-aside - size standard is 336612, Boat Building, 500 employees.
