Description

SOLE SOURCE PURCHASE OF PERCEPTION FOR WINDOWS SOFTWARE PROGRAM: HQ ACC CONS, Langley AFB VA intends to negotiate a non-competitive, sole source, commercial purchase order with Questionmark Corporation, for purchase of 18 additional copies of installation CD and Manuals of the Perception for Windows. Software to be delivered to the HQ ACC/LGQT, 130 Douglas St, LAFB, VA 23665. Previous purchases were made from Questionmark Corporation, and this is a follow-on for the software presently in use for testing analysis and training capabilities. There is no known vendor except Questionmark Corporation who can provide the software due to proprietary rights. This procurement is authorized in accordance with 10.U.S.C 2304 (c ) (1). The proposed solicitation is for the purchase of software for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. No solicitation exists. Interested persons may identify their interest and capability to the requirement or submit proposals via e-mail to 1st Lt Keith Friot@Langley.af.mil or Lois.Nicholson@Langley.af.mil. Telephone requests will not be honored. A determination by the government to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
