Description

The work includes all labor, materials, equipment, and services necessary to replace the existing HVAC system serving the approximately 222,000 square foot P&DC at the three-building Dayton Main Post Office campus. Base bid work on the 34,000 square-foot Building A includes replacing all of the dual duct terminal units along with the associated controls and replacing the existing dual duct air handling units along with the associated controls. The existing single fan dual duct system will be replaced with a two fan system. Base bid work on the 170,000 square-foot Building B includes replacing the existing constant speed chilled water distribution system with a variable primary flow distribution system, replacement of the existing boilers and associated pumps, replacement/modification of the existing chilled water and hot water distribution piping, replacement of the existing single zone air handling units serving the work rooms, replacement of the multi-zone air handling units serving office areas and converting to variable volume terminal units with hot water reheat and the replacement of the hot water unit heaters in the Truck Terminals with natural gas-fired infrared heaters. The existing single pipe heating hot water system will be replaced with a two pipe reverse return primary-secondary system. The primary system will maintain constant flow through each boiler while the secondary system will be variable flow. Base bid work on the 18,000 square-foot Building C includes replacement of the existing hot water unit heaters with natural gas fired infrared heaters, removal of the existing hot water boiler and associated pumps, replacement of the existing multi-zone air handling unit with a natural gas fired DX packaged rooftop unit, conversion of the existing air distribution system serving the offices to variable volume terminal units with electric reheat. New DDC, electrically actuated, native BACnet controls shall be provided for all new and existing to remain HVAC equipment for Buildings A, B and C. Alternate #1 includes replacement of the existing R-22 constant speed rotary screw chillers with variable speed R-134a centrifugal chillers. The replacement of the air handling units and modifications to the air distribution system will be phased in order to minimize downtime. The cooling plant will be replaced during the heating season, while the heating plant will be replaced during the cooling season. The estimated cost of the project is between $3,400,000 and $3,600,000 with construction completion within 540 calendar days from receipt of notice to proceed. Work will be performed during a 24/7 mail processing operation. Contractors must have a minimum of ten years experience in HVAC upgrades and total replacements. Award will be based on price and evaluation factors that include past performance, experience, resources, and project management, as outlined in the solicitation package. Participation of minority and woman-owned businesses is encouraged. A PRE-PROPOSAL MEETING WILL BE HELD AT THE SITE (AT THE POST OFFICE LOBBY IN BUILDING A), 1111 EAST 5TH STREET IN DAYTON, ON TUESDAY, AUGUST 17, 2004, AT 10:00 A.M. ATTENDANCE IS HIGHLY RECOMMENDED. There will be no public opening of offers. All proposal information received is CONFIDENTIAL until award of a contract. Upon award, the name of the successful offeror and the amount of the contract will be released as public information. The number of offerors, their names, and the amount of their offers will not be released as public information. This information is exempt from disclosure under the Freedom of Information Act, Exception 4.
