Description
The Fleet & Industrial Supply Center (FISC) Norfolk, Detachment Philadelphia intends to acquire laboratory accreditation and proficiency testing services for CONUS and OCONUS Navy medical laboratories for the Center for Clinical Laboratory Medicine, Armed Forces Institute of Pathology in Washington, DC. Laboratory compliance with the Clinical Laboratory Improvement Amendments of 1988 (CLIA) is required. Minimal conditions for laboratory certification to perform testing of human specimens must be provided in accordance with the DoD Clinical Laboratory Improvement Program (CLIP). Services include professional accreditation of medical laboratories operated by the U.S. Navy Bureau of Medicine and Surgery and the assessment of each Navy laboratory through analysis of proficiency testing surveys. The accreditation program must be approved by the Health Care Financing Administration (HCFA). Offerors must be approved by HCFA to inspect all laboratory disciplines (specialties and subspecialties). Services also include, but are not limited to, Annual Inspections and an External Proficiency Testing Survey Program. Award of a firm fixed price contract is anticipated. This requirement will be solicited on an unrestricted basis as a full and open competition. The period of performance is 1 January 2005 through 31 December 2005 plus four (4) one-year options. The requirement will be solicited as a commercial item in accordance with FAR Part 12 and FAR Part 13.5. The applicable NAICS code is 541380. The RFP will be made available electronically, upon its release, which is anticipated on or about August 15, 2004 at http://www.neco.navy.mil. All contractors must be registered (http:/www.ccr.gov) in the Central Contractor Registration (CCR).
