Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase a Variable Frequency Drive (VFD) for a 20 Horsepower (HP) Shipboard Vaneaxial Fan. Full & Open procurement actions will be used to acquire at least one and no more than 2 VFDs for a 20 HP shipboard vaneaxial fan. The VDF will function as a ?prototype? to validate the planned move to install VFDs on all shipboard Collective Protection S ystems (CPS) fan systems. The prototype(s) VFD will be evaluated and utilized in a shipboard environment and MUST be capable of meeting the following specifications/requirements: a) MIL-S-901D, Military Specification Shock Tests, High Impact (HI) Shipboard Machinery, Equipment & Systems Requirements (grade B), for lightweight equipment and b) MIL-STD-810F DoD Test Method Standard for Environmental Engineering Consideration and Laboratory Tests, Methods 501.4, 502.4 & 507.4 for high and low temperature and high humidity. It is also recommended that the following MIL-STDs be referenced for guidance purposes; c) MIL-STD-167-1, Mechanical Vibrations of Shipboard Equipment, Type 1 for environmental vibration. d) MIL-STD-461E, DoD Interface Standard Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems & Equipment for power system equipment fo r naval shipboard use and e) MIL-STD-1399, Section 300A. In addition, the VFD must be capable of failing to a safe state in the event of failure, where the power bypasses the VFD and is supplied directly to the fan. The drive must power a motor with the following power requirements: 60Hz, 3 Phase, 480 Volts, Full Load RPM: 3550, Full Load Amp: 20. The total quantity of VFD prototype(s) procured (either 1 or 2) will be dependent on the number of qualified vendors and their costs. This solicitation does not involve the acquisition of spare or repair parts. The Government reserves the right to award one or more orders. This acquisition will be a Firm Fixed-Price contract. Item(s) shall be delivered, inspected and accepted FOB Destination NSWCDD. Therefore, quotes must include all applicable shipping charges. The Government will be responsible for performing/conducting all prototype testing. The Government will award a purchase order from this synopsis to the responsible offeror or offerors that meet the specifications identified in this announcement. Offeror quote needs to include a written statement asserting that the prototype meets all specifications in this announcement. All quotes shall include the following information to enable the Government to make its award determination: a technical description of the item being offered in sufficient detail to evaluate compliance with the specifications listed above. This may include product literature, data sheets, and/or other documents. Award may not necessarily be on the lowest quote. Offeror must be determined to be responsible in accordance with FAR 9.104-1 and must be registered in the Central Contractor Registration (CCR). Simplified Acquisition Procedures will be used in accordance with FAR 13. The RFQ announcement will be posted for a minimum of 30 days. The closing date is tentatively set for 16 August 2004 at 12 noon EST. Anticipated award date is 20 August 2004. Delivery no later than 16 weeks after receipt of purchase order. The request for quote (RFQ) number is N00178-04-Q-3045; it is issued as a RFQ. Quotes may be provided via FAX to (540) 653-6810, Attn: XDS13-7, or via email in Microsoft Word format to XDS13@nswc.navy.mil. Email/FAX should reference N00178-04-Q-3045.
