Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command (NAVSEA) intends to award on a sole source basis a contract to Raytheon Company, Integrated Defense Systems, 1847 West Main Road, Portsmouth, RI, 02871-1087. The contract will provide Ordnance Alteration (ORDALT) upgrades necessary to modify the existing Japanese MK 48 Guided Missile Launching System (GMVLS) units to launch the Evolved SEASPARROW Missile (ESSM). This contract will b e awarded pursuant to Foreign Military Sales (FMS) Cases and will also includes associated Installation and Checkout (INCO) Spares, On Board Repair Parts (OBRP) Spares, Depot Spares, Technical Manuals, Support Equipment, Technical Support, Training, and Data. This procurement is in accordance with the requirements of Letters of Offer and Acceptance (LOA) Nos. JA-P-BID and JA-P-BGX. The LOAs are between the United States of America and the Government of Japan. Raytheon Company is the original designer, developer and sole producer of the MK 48 GMVLS and the MK48/ESSM ORDALT upgrade. Raytheon is the only known firm possessing the requisite technical expertise and engineering background capable of performing the effort in a cost effective manner while negating any impact to the Japan Navy's shipbuilding program. This new contract will be awarded pursuant to 10 U.S.C. 2304 (c)( 1). See Numbered Note 22.
