- NAVAIR Orlando Training Systems Division intends to negotiate and award a sole source contract to the Battelle Memorial Institute (BMI), Columbus, Ohio, for the design and fabrication of one Whole System Live Agent Testing (WSLAT) fixture. Under the proposed contract, BMI will design the WSLAT fixture and then fabricate it inside the existing Material Test Facility (MTF) at Dugway Proving Ground (DPG). The WSLAT fixture will be used to challenge the Joint Biological Point Detector System (JBPDS) to confirm its ability to identify a select group of live biological agents. The JBPDS is the first DoD detector system that has been required to have the complete system challenged by live agents before it will be approved for Full Rate Production (FRP), imposed by a memorandum from the Director of Operational Test and Evaluation (DOT&E). The WSLAT fixture will have inner dimensions large enough to be able to house a complete JBPDS system (approximately 42 inches wide, 16 inches deep , and 58 inches tall) and will disseminate and contain up to BL-3 live biological agents. The WSLAT system is being proposed to address the immediate need imposed by the DOT&E for the JBPDS program. The proposed WSLAT system will be self contained in the Closed System Chamber room of the MTF at DPG. The anticipated period of performance is 24 months with an estimated value of $14.2M. Only BMI possesses the unique knowledge and experience required for the type of technology necessary to design and fabricate the WSLAT system.
