Description
This proposed procurement is Unrestricted, NAICS is 923110 with a size standard of To Be Determined. Indefinite Delivery/Indefinite Quantity Planning and Environmental Services Contract for the Department of Defense Education Activity (DoDEA), and it s subordinate organizations, Department of Defense Dependents Schools Europe (DoDDS-E), Department of Defense Dependents Schools Pacific (DoDDS-P), and Domestic Dependent Elementary and Secondary Schools (DDESS) is being advertised as a Request for Proposa l (RFP). The request for proposal requires separate technical and pricing for various labor disciplines and environmental services to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluati on criteria set forth in the solicitation package. The total estimated cost for planning and environmental services is over $10,000,000.00. The contract will have a base year and four (4) option years, with each year Not To Exceed $2,999,999.99. The dur ation of work will be determined with each task order. DoDEA shall be the overall program manager of these activities, with contract support as program managers provided by the U.S. Army Corps of Engineers (USACE), Baltimore District. Local USACE Divisio ns and Districts shall provide regional support in managing task orders to this contract. The services provided under the contract include: ?????? Preparing Facility Utilization Surveys (FUS) ?????? Establishing and sustaining a database of facility drawings and space usage information ?????? Establishing a thorough Facilities Condition Assessment ?????? Preparing triennial asbestos surveys to comply with the Asbestos Hazard Emergency Response Act (AHERA) ?????? Monitoring and reporting on miscellaneous environmental conditions that affect safety and health of facility occupants, such as lead contamination, air quality, and water quality ?????? Preparing studies to document compliance with the Americans with Disabilities Act (ADA) ?????? Maintaining and upgrading Facilities Management System (FMS) software package ?????? Preparing facilities requirement studies in response to base closures and realignments. Preparing studies to determine facility requirements in response to new legislative or regulatory initiatives, such as reduced student-teacher ratios, No Child L eft Behind Act, etc. Large Business Firms are required to submit a subcontracting plan with their proposal. The subcontracting plans will only apply to the domestic portion of this contract in accordance with FAR Part 19.000(b). The following are the projected goals for this project: 45% for small business concerns; 20% for small disadvantaged business concerns; 10% for women owned small business; 3% for HubZone small businesses; 3% for Veteran-Owned small business; and 3% for Service-Disabled Veteran-owned small business. In order to comply with the Debt Collection Improvement Act of 1996, effective March 31, 1998 all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Technical Qualifications: Technical proposals will be evaluated based upon the following factors: A. Relevant Experience B. Past Performance C. Contract Management Plan Factors A., B., and C will be adjectivally rated. All factors will be rated and are of equal importance. All sub-factors within a factor are of equal importance. The USACE-Baltimore District intends to award one Indefinite Delivery/Indefinite Quantity Task Order Contract to th e offeror whose proposal represents the ??????Best Value?????? to the government. It is imperative that a small disadvantaged business contacts their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. With out SBA SDB certification, neither a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all registered pla n holders. The media through which the Government chooses to issue this solicitation is the Internet. The solicitation will not be issued in paper. All responsible sources may submit a proposal, which shall be considered by the agency.
