Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US ARMY Tank Automotive and Armaments Command in Warren, MI, has a requirement for C.1. This contractor will provide the following Flash X-Ray System: C.2. The contract is to obtain the capability of measuring the in-flight projectile characteristics of pitch, yaw, and velocity. C.2.1. The system must be capable of capturing the projectile through a piece of aluminum that will protect the x-ray head from flying debris, and the sabots used for firing some projectiles. C.2.2. The system must be able to measure pitch, yaw, and velocity of a small to medium caliber projectile (0.22 inch - 1.00 inch diameter) in flight at various velocities. C.2.3. The X-ray heads and screens should be able to fit inside the tunnel. The pulsers for the x-ray heads may be located outside the chamber, reference attached drawing, and allow for remote operation from the control room. C.2.4. The system must allow for the digitization of flash x-ray data for simple data storage eliminating the need for an x-ray film processing capability, as well as to accelerate the analysis of results. C.2.5. The system must be a turn-key solution. C.2.6. The system parts must be compatible with other government agencies using flash x-ray to ensure data similarity. Specifically, Yuma Proving Grounds, U.S. Army Research Laboratory, U.S. Naval Research Laboratory, and Los Alamos National Laboratory. C.3. TARDEC Responsibility. C.3.1. TARDEC will provide raw materials, see list below, hardware and qualified personnel, two or three, to support the fabrication of hardware: 1 each 100ft of U channel (size TBD) 6 each wheel track (size TBD) 1 each 4 x 5 ft sheet Al plate 3/8 inch 1 each 30 ft 3/8 inch x 2 steel angle stock 50 each ???? inch x 2-3/4 inch machine bolts 1 each Torch 1 each Arc welder C.3.2. TARDEC personnel will be intimately involved in the design and configuration of the flash x-ray system. C.3. Future system capabilities C.3.1. The Flash x-ray system must be upgradeable to include the capability for projectile-target interaction and to include more channels. The combined Commercial Solicitation number is W56HZV-04-R-L507. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, dated 18 Jun 2004. The associated North American Industr ial Code System (NAICS) 333319. No options will be included. FOB Destination will apply (FAR 52.247-34). Provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors are advised to include a complete copy of t he Provision 52-212-3, Offeror Representations and Certifications - Commercial Items. This acquisition is rated DO-A4. Offers are due no later than 12:15 p.m., 29 July 2004. Only electronic submissions will be accepted.
