- Subscription Renewal to Medical Periodicals This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, FA442704PR451100, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-19 and Defense DCN 04-01. The solicitation listed here is unrestricted. The Federal Supply Class (FSC) is 7630 The associated Standard Industrial Classification (SIC) is 7375. The North American Industry Classification System is 51419. The requirement is for subscription renewal for one each of the following: CINAHL Nursing & Allied Health (subscription number: 277358, CINL-DB-IC), EBMR-DB-ICU Evidence Based Medicine Review (subscription number: 300481), MEDL-DB-I66 Medline (1966-Date) subscription number: 348330, BC2N-GP-I15 Ovid Biomedical Collection II (1995-Date) subscription number: 348331, OBC3-GP-I16 Ovid Biomedical Collection III (1995-Date) , OCO2-GP-I15 Ovid Core Biomedical Collection subscription number: 348327, NEJM-JN-93 New England Journal of Medicine subscription number: 348335, OULO-TC-001 Ovid User License (Online) subscription number: 348338. Travis AFB intends to award sole source contract to Ovid Technologies Inc. All responsible resources may submit a bid, proposal, or quotation, which shall be considered by the agency. The following provisions and or clauses apply to this acquisition. Purpose: Provide online access to biomedical databases required by David Grant USAF Medical Center. 2. Interface?Has an interface that is easy to use and intuitive 3. Provide the following options and functionality: a. AutoAlerts?User can save a search strategy and have new citations automatically emailed to him/her whenever the database is updated. b. Citation Management?Allows the user to select specific citations to print, display on the screen, save, or email. Options include field selection, output formats, and sorting. c. Full Text Management?Allows the user to customize how the full-text document displays, saves to disk, or emails. User can specify options for handling graphics and chose between ASCII and HTML formats. d. Combine sets?User can access both menu-driven and command line Boolean operations. e. Links to Full Text?One click access to subscribed full text journals; collection includes major biomedical journals and not just secondary titles f. Vocabulary Mapping?User can search with natural language terminology. System then maps to thesaurus which the user has a choice of using or not. System displays scope notes and posting information and allows exploration of related concepts. g. Tree display?Depending on the database, users can query classification codes directly and view the relationships between broader and narrower terms in a graphical environment. h. Limits?Built-in ways to refine searches by restricting retrieval of records to a specific criterion, such as type of document or population. i. Multifile and Deduping?Allows the user to search several databases simultaneously and then purge the duplicated records. j. Save Options?Provides several options and formats to save results and search strategies, users can save their searches and re-execute them a later date. k. Searching fields?Allows user to select specific fields within a database to search. l. Search History?Retains set results from all searches performed during a user?s search session. m. Recovery?Enables the user to recover search sessions intact that time out or end unexpectedly without losing any work. n. On-Screen Support?Information on how to use every database is displayed in the same window that the user is in. o. Allows the user to see which journals are owned by the Library and send an interlibrary loan request to the Medical Library for those not owned. p. Ask-a-Librarian?Allows users to send questions via e-mail to librarian. 4. Coverage and Currency?Offers the complete Medline file, including Old Medline, In-Process, and Non-Indexed Citations and is updated weekly. 5. Availability and Reliability?Has a greater than 99% uptime. System maintenance is done during off-peak periods and is announced well in advance. 6. Integration with other databases?Users can access every subscribed database with a single logon and interface. Databases are hyperlinked to each other. 7. Performance?A well-established electronic vendor that has been in business since 1988. 8. Databases and database specific features: a. Medline ? 1951 to the present; updated weekly Extensive vocabulary features with thesaurus, scope notes, tree structures, subheadings explode capability, and permuted index. Searching allows pre-explodes, SDI?s, saved searches, post qualifications of previous sets, emulation of ?dot-dot? and NLM search syntax. Links to topic reviews in Evidence-Based Medicine Reviews. Allows nineteen ways to limit search results and contains thirty searchable fields. b. Evidence Based Medicine Reviews Combines four of the most trusted EBM sources into a single, fully-searchable database with links to Medline and full-text journals. Contains Cochrane Database of Systematic Reviews, ACP Journal Club, Cochrane Central Register of Controlled Trials, and Database of Abstracts of Reviews of Effectiveness (DARE). c. Full Text Collection: Biomedical Collection and New England Journal of Medicine ? Includes electronic backfiles (usually 1993-1995) to the present; Fully searchable. All graphics, tables, figures, and photographs are included.
