- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ) using Simplified Acquisition Procedures found in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 332439 with a small business size standard of 500 employees. This RFQ is set-aside for Small Business Concerns.***ACC Contracting Squadron, LAFB, VA has a requirement for 430 Conex Sealand containers.***All interested offerors shall provide a quote for the following line items: Line Item 0001: Quantity 80 each SeaLand containers. The containers shall meet the following required specifications: (1) Shall be used containers, constructed with steel; (2) Containers shall be structurally sound, able to stand on end and support other containers stacked on top; (3) A modicum of rust is acceptable as are small holes no more than 6 inches in diameter; (4) Doors are not essential; (5) Containers shall be empty; (6) Container size shall be 8'-0" wide x 8'-6" high x 40'-0" long. Line Item 0002: Shipping; Containers in Line Item 0001 shall be delivered to Oscura Range, Holloman AFB, NM 88330. Containers shall be delivered by 30 October 2004. Contact the Holloman AFB Range Operations Center (ROC) at 505-572-5716 at least 24 hours in advance of estimated delivery. Delivery hours are 0730 - 1530 Monday through Friday. No weekend or after hour deliveries will be accepted. Directions: Travel on US Hwy 54 to milepost 108 (south of Carrizozo, NM) and turn west onto a graveled county road. Travel approximately 5 miles to a locked gate. Call 505-479-2775 or 505-679-2722 for an escort in and out of the range. Once an escort arrives it is 10 miles (on asphalt road) to the Oscura Range. Containers will be offloaded by government contractors. There is a Texaco truck stop on US Hwy 70 on the north side of Alamogordo NM, 60 miles south of the range. POC: Gary Atwell (505-572-5074), Larry Hoppes (505-572-5088). Line Item 0003: Quantity 50 each SeaLand containers. The containers shall meet the following required specifications: (1) Shall be used containers, constructed with steel; (2) Containers shall be structurally sound, able to stand on end and support other containers stacked on top; (3) A modicum of rust is acceptable as are small holes no more than 6 inches in diameter; (4) Doors are not essential; (5) Containers shall be empty; (6) Container size shall be 8'-0" wide x 8'-6" high x 20'-0" long. Line Item 0006: Shipping; Containers in Line Item 0005 shall be delivered to Tolicha Peak, Beatty, NV 89049. Containers shall be delivered by 30 October 2004. Drivers must be US citizens. Directions: Take highway 95 northwest out of Las Vegas to Beatty. Approximately 22 miles north of Beatty, (mile marker 79) turn northeast on the only paved road available. The guard shack is 2 miles from the road. The compound is another 11 miles after the guard shack. Containers will be off-loaded by government contractors. Call 24 hours prior (Monday-Fridays), delivery hours are limited. Contact the POC for specific delivery information. POC: Dick Steenhoek, 702-653-4714. Line Item 0007: Quantity 100 each SeaLand containers. The containers shall meet the following required specifications: (1) Shall be used containers, constructed with steel; (2) Containers shall be structurally sound, able to stand on end and support other containers stacked on top; (3) A modicum of rust is acceptable as are small holes no more than 6 inches in diameter; (4) Doors are not essential; (5) Containers shall be empty; (6) Container size shall be 8'-0" wide x 8'-6" high x 40'-0" long. Line Item 0008: Shipping; Containers in Line Item 0007 shall be delivered to Indian Spring AFAF (ISAFAF) Mile Range, Indian Springs, NV 89018. Containers shall be delivered by 30 October 2004. Drivers must be US citizens. Directions: Take Highway 95 North (Reno) out of Las Vegas to mile marker 118. Look for green sign "Indian Springs AFB Service Deliveries." Use the call box at the gate to contact Security Police for entry. Containers will be off-loaded by government contractors (fork lift provided) at the Mile Range facility located approximately 3 miles from service delivery gate. Road to delivery point is paved (chip and seal). Call Civil Engineering Production Control 24 hours before delivery (702-652-0215). Line Item 0009: Quantity 40 each SeaLand containers. The containers shall meet the following required specifications: (1) Shall be used containers, constructed with steel; (2) Containers shall be structurally sound, able to stand on end and support other containers stacked on top; (3) A modicum of rust is acceptable as are small holes no more than 6 inches in diameter; (4) Doors are not essential; (5) Containers shall be empty; (6) Container size shall be 8'-0" wide x 8'-6" high x 20'-0" long. Line Item 0010: Shipping; Containers in Line Item 0009 shall be delivered to Dare County Bombing Range, F-15E Stomper Road, Stumpy Point, NC 27978. Containers shall be delivered by 30 October 2004. Call 24 hours prior to delivery for directions and special instructions for range entry. Line Item 0011: Quantity 50 each SeaLand containers. The containers shall meet the following required specifications: (1) Shall be used containers, constructed with steel; (2) Containers shall be structurally sound, able to stand on end and support other containers stacked on top; (3) A modicum of rust is acceptable as are small holes no more than 6 inches in diameter; (4) Doors are not essential; (5) Containers shall be empty; (6) Container size shall be 8'-0" wide x 8'-6" high x 40'-0" long. Line Item 0012: Shipping; Containers in Line Item 0011 shall be delivered to North Gate of Wildcat UTTR South, UT. Containers shall be delivered by 30 October 2004. Directions: Exit # 77 from I-80 East or West bound, go south on Highway 196 through Skull Valley for approximately 38 miles to the Dugway main gate. A portion of the road into the delivery point is not paved (dirt, approximately 1/4 mile) but is maintained and graded. Delivery vehicles may be searched at the gate by security personnel for unauthorized items. Unauthorized items include cameras, weapons, ammunition and alcoholic beverages. The Government will evaluate information based on the following evaluation criteria: Price. Note: The delivery dates are mission critical and inflexible so guaranteed delivery is paramount.
