- Description
- a. This solicitation provides for the normal supply requirements of the Department of Veterans Affairs and other Federal Agencies, upon their request, for delivery within the 50 states, Washington, D.C., and Puerto Rico, and Federal Activities functioning in non-US (OCONUS) locations. The resultant contracts will be used as sources for the articles or services listed herein. Articles or services will be ordered from time to time in such quantities as may be needed to fill any requirement determined in accordance with currently applicable procurement and supply procedures. It is anticipated that Other Government Agencies (OGA_s) will participate in resultant contracts. b. The contractor shall provide, on an exchange basis, nonproprietary and proprietary glassware purchased by the Government to replace expired glassware in government-owned x-ray systems. c. The contractor shall ensure the Government access to newly developed replacement glassware in conjunction with new product cycles. "Products" shall be complete tube housing assemblies and shall be compatible with combined Government and original equipment manufacturer (OEM) tube assemblies. Items offered for award under this contract shall be the contractor's standard commercial product line and shall conform to specifications defined in the contractor's published product and technical data. d. Installation shall be provided from Monday through Friday, 8:00 a.m. through 5:00 p.m., excluding Federal holidays, at the negotiated rates. The contractor agrees to provide replacement installation outside these hours at the then-current published overtime rates for the applicable modality. e. Installation service shall consist of the following: 1. The contractor shall coordinate in advance with the Government all installations, equipment calibrations, and inspections. The Government will make the equipment available without restriction for inspections and, as deemed necessary by the contractor, tube installations and equipment calibrations. 2. Upon receipt of notice from the medical center's acquisition representative to proceed with installation, the contractor shall perform a basic system inspection to verify the overall condition of the equipment immediately prior to glassware installation. It shall be the contractor's responsibility to inform the contracting officer's representative of any problems which may be anticipated in connection with installation or which will affect optimum performance once installation is completed. If the contractor determines that the equipment has a problem which has affected or could materially affect glassware option or usage, the contractor shall notify the contracting officer's representative before the replacement glassware is installed. The Government may, at its option, have corrective service performed prior to glassware installation. Should the Government decline to have corrective service performed, the product warranty will be void. Installation shall not proceed under such circumstances until authorized by the contracting officer's representative. 3. The contractor shall conduct baseline x-ray tube inspection for each unit supported under this Glassware Replacement Program (GRP). Information required to be recorded as part of this baseline inspection shall be, at a minimum: Site Location: Hospital name, city, state Where Installed: Room number and system type including manufacturer ID Date of inspection and name of field engineer performing it Hospital_s engineering point of contact verifying completion of inspection f. Installation shall be continuous until complete. In the event that progress of the installation is interrupted through no fault of the contractor, installation may be terminated until such time as the cause of delay has been eliminated, and then shall be resumed within twenty-four hours after the contractor has been notified that work may again proceed. Such termination of continuous installation shall be made only after notice has been given to the Chief, Acquisition and Material Management Service or person acting in equivalent capacity at the customer hospital. The contractor shall notify the VA Service and Distribution Center, Service and Reclamation Division within 48 hours of termination of installation. g. Installation and calibration shall be performed in accordance with the OEM instructions.
