Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular-24, effective June 18, 2004. THIS IS A TOTAL SET-ASIDE FOR SMALL BUSINESS CONCERNS. The United States Marshals Service (USMS), intends to procure towing, storage, and maintenance services for seized/forfeited vehicles, in the Eastern District of Missouri (St. Louis area). The towing service area shall encompass the entire City of St. Louis, County of St. Louis, Cape Girardeau, and surrounding areas, within a 400-mile radius of the District Office located at 111 South 10th Street, St. Louis, Missouri. The responsible offeror shall be required to provide ?on call? towing and storage services 24-hours per day, 7-days per week. The indoor and outdoor storage facilities of the responsible offeror shall be located in either the County of St. Louis or the City of St. Louis to ensure adequate government control of vehicles and efficient contract administration. Storage facilities shall have appropriate security measures to control access 24-hours per day to prevent unauthorized entrance, vandalism, pilferage, larceny, sabotages, and fire, and to provide adequate internal safeguards for the security of all seized/forfeited property. The minimum security requirements are listed in the Statement of Work. It is the USMS intent to award a commercial item contract using simplified acquisition procedures. The contract will be single award with a base period consisting of 12-months from date of award, and one 1-year option period. The contract type will be an indefinite delivery, indefinite quantity (IDIQ) with firm-fixed prices for towing and storage services. A ceiling has been established for cost reimbursable maintenance repairs not-to-exceed $1,200.00 per year. Performance shall commence as specified upon issuance of individual task orders. The responsible offeror shall provide fully equipped tow vehicles and storage facilities and be ready to receive vehicles within thirty days after notice of award. All deliverables shall be delivered F.O.B. Destination by the fifteenth of each month, to the location and Contracting Officer?s Technical Representative (COTR) as specified in the Statement of Work. The contract line item numbers (CLINs) are: BASE YEAR Contract Line Item Number 0001 TOWING (Loaded Miles) 0001AA Trip Type I 0-50 MILES 0001AB Trip Type II 51-100 MILES 0001AC Price per mile over 100 miles 0002 STORAGE OF VEHICLES 0002AA Outdoor Storage 365 DAYS 0002AB Indoor Storage 365 DAYS 0002AC Repairs Reimbursed AT COST (Not-To-Exceed $100.00 per repair)* (Not-To-Exceed $1,200 for the full 12-month period)* *The cost of these Repairs shall be reimbursed to the contractor as an actual expense after submission of itemized invoices to the COTR. The cost reimbursable line item will not be considered as part of the total estimated dollar amount for the purpose of computing the ten (10%) minimum guaranteed dollar amount. ESTIMATED OVERALL TOTAL PRICE FOR BASE YEAR $___________________________ NO CHANGE IN CLINS FOR OPTION YEAR-ONE The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The significant evaluation factors will be: A) Offer Acceptability; B) Risk, as determined by a Level of Confidence Assessment Rating ? LOCAR, used to evaluate an offeror?s technical capability (i.e., condition of tow vehicles and storage facilities), experience, and past performance of similar-type contracts; and C) Price Technical capability, experience, and past performance are equally important. Non-price factors are significantly more important than price. Quotations must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items.
