Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. It is the intent of the National Library of Medicine (NLM) to procure Algorithm and System Interface Development and Data for Distribution for the Visible Human Project Insight Toolkit (ITK) in its effort to promote and extend ITK, its open-source software initiative in image processing tools. The NLM application programmers interface (API), known as ITK, is the core of this software development project. Proposals meeting the following mandatory requirements may be submitted for review and approval: (a) algorithm validation data collection and data processing (with a focus on time-varying data applications such as longitudinal data collections on chronic, degenerative diseases) as well as tools for managing public data collections; and/or (b) contract programming that extends ITK through incorporating additional algorithm families not already represented in ITK or projects that incorporate ITK into software and hardware systems in support of clinical applications (with an emphasis on multidisciplinary, multi-scale, practical applications). Project proposals must be submitted as algorithms to be included in ITK and must comply with style, documentation, and coding conventions for Insight software, or the software deliverable must adapt ITK or its software engineering components to be part of the foundation of public data processing services or products. Alternately, data collections for algorithm validation are also included in the request for quotes, provided that all examples, data, and software tools are compatible with the existing Insight software base. NLM is specifically seeking contractors with the discipline necessary to work on an open-source software project, adhering to high standards of quality and consistency with the existing project code. Contractors will be required to make commitment for up to one year for programmers and systems integrators to assist in the implementation of their software. ITK software development projects shall not exceed an one year duration. Offerors may submit multiple project proposals for different deliverables and having a separate and discrete design. Multiple awards will be made during the anticipated 12-month of period of performance from the date of award. Current releases of the ITK open source API are available at www.itk.org. Request for Quotations (RFQ) Number NLM 04-177/CYC will be available on or about August 4, 2004. Request for RFQ NLM 04-177/CYC may be obtained by electronic format only from http://www.nlm.nih.gov/oam/oam.html. Facsimiles WILL NOT BE ACCEPTED. The purchase orders are anticipated to be awarded on or about September 15, 2004. All responsive sources may submit a proposal in an electronic PDF format to be considered by the NLM. Specification and format for PDF file will be stated within the RFQ when released on or about August 4, 2004. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
