Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 6.3, with CILAS of Orleans Cedex, France, for the fabrication of 13 Neutron Guides to complete the optimization of the NG-7 Guide Line System at the NIST/Center for Neutron Research (NCNR). These neutron guides will replace and upgrade the existing neutron guides in beam line NG-7 in the Cold Neutron Guide Hall of the NCNR. They will allow NIST to appreciably increase the efficiency of the five (5) experimental stations on this guide station. Sole source determination is based on the following: CILAS has built all of the neutron guides in use at the NIST/NCNR. These new guides must be manufactured with technology that is consistent with and 100% compatible to the existing guides to ensure the optimum technology intended can be attained. CILAS is the only known vendor that has the technology and expertise required to manufacture the guides. CILAS is the sole manufacturer and provider of this equipment. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by July 30, 2004, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
