Description
Idaho Panhandle National Forests, Coeur dAlene Nursery, Kootenai County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-04-04-68 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is 500 employees. The North American Industry Classification Code is 424910. A quotation is requested for three (3) line items. LINE ITEM 1: 1000-2000 pounds, Native plant materials, grass seed, scientific name: Festuca Idahoensis; trade name: Nezpurs; common name: Idaho Fescue. Minimum purity: 0.95; germination: 0.85; pure live seed (PLS) rating: 0.76. LINE ITEM 2: 1000-2000 pounds, Native plant materials, grass seed, scientific name: Agropyron Spicatum; cultivar name: Goldar; common name: bluebunch wheatgrass. Minimum purity: 0.90; germination: 0.85; pure live seed (PLS) rating: 0.76. LINE ITEM 3: 2000-4000 pounds, Native plant materials, grass seed, scientific name: Bromus Carinatus; cultivar name: Garnet; common name: mountain brome. Minimum purity: 0.90; germination: 0.85; pure live seed (PLS) rating: 0.76. The actual quantity to be purchased by the Government is dependent upon quoted price per PLS; purchases are intended to be up to the maximum amounts specified for each species. All acquisitions will be made on a Pure Live Seed (PLS) basis. Offers shall include the PLS price per pound. Offers shall include a copy of the seed purity analysis, including purity, germination and PLS ratings. Seed sacks shall be constructed of burlap, paper or nylon/plastic, but cannot be totally airtight. Sack size shall not exceed 50 pounds. All shipments shall be palletized. Cost of transportation from shipping point to destination shall be paid by the Contractor, and shall be included as part of the seed price. The Contractor is liable for any and all damages occurring in transit. All seed shall be delivered to the Coeur dAlene Nursery, 3600 Nursery Road, Coeur dAlene, ID 83815. All seed must be certified (blue-tag) by agencies found on the Association of Official Seed Certifying Agencies List (AOSCA). An analysis tag must be attached to each bag of seed and shall include the lot number, name and address of shipper, species/variety, purity, germination/tetrazolium tests (TZ) (germination test must be current within the last 6 months), crop seed, weed seed, inert noxious weed seed and the states tested for, origin, test date, weight of the bag, reference certified lot number if company assigns a new lot number, and contract number. All certified seed shall meet the AOSCA quality standard and state standards; whichever is more restrictive, for the state in which the seed was certified or of seed origin. All seed delivered to the Forest Service will be tested upon delivery for purity and noxious weeds listed on the All States Noxious Weeds List. The actual purchase is contingent upon test results. Seed that does not meet specified purity; germination, PLS rating and the All States Noxious Weeds List will be rejected. In the event that seed fails to pass Government testing, the Contractor will be required to promptly (within 10 calendar days) replace the seed and remove the rejected seed at their own expense. FAR 52.211-16, Variation in Quantity (April, 1984) applies to this solicitation and any resulting contract. (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. (b) The permissible variation in quantity shall be limited to: 3 percent increase, 3 percent decrease, total contract quantity. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 3:00 p.m.), excluding official Federal Government holidays. Contractor shall notify the Coeur dAlene Nursery (208) 765-7375 a minimum of 24 hours prior to delivery. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The contract award will be offered to the best value offer made to the Government, considering price, technical specifications, and specified delivery date. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this acquisition.
