Description
Defense Supply Center Richmond will negotiate with responsible concerns for the establishment of a requirements-type contract, with a base period of one year and four, one year options for the delivery of bulk propane to any base, post, fort, camp, station or other federal installation in the 50 states of the United States. Since this is a requirements-type contract, there will be no guaranteed annual minimum quantity or maximum quantity. The successful offeror must be able to supply propane to these locations within the delivery requirements set forth in clause F-18U (41 days delivery). All shipments shall be FOB origin with destination inspection and acceptance. Surge and Sustainment does not apply to this acquisition. First article testing does not apply. Propane to be supplied must meet or exceed quality standards set forth in the Gas Processors Association Standard 2140-97- "GPA Standard 2140-97 - Liquefied Petroleum Gas Specifications and Test Methods". This is an unrestricted procurement. Large businesses must provide a subcontracting plan with their offer. The Estimated Annual Demand Quantities are: Base Year - 596,201 gallons and Option Years- 274,996 gallons (each year. The Minimum order quantities are: Base Year - 68,749 gallons and Option Years- 68,749 gallons (per year. The Maximum order quantities are: Base Year - 596,201 gallons and Option Years - 274,996 gallons (per year). Economic Price Adjustment will be included in the resulting contract award- see clause I-83. Negotatiated pricing will remain firm for the life of the contract but adjustments will be made based upon the fluctuations in the Producer Price Index for Propane. Delivery orders will be issued manually and electronically. Successful offerors must be be able to process EDI orders. See numbered note 9. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors set forth in the solicitation.
