Description
The General Services Administration (GSA) hereby notifies of the intent to issue a Request for Proposal (RFP) for professional architectural, engineering, and construction services necessary to design and build a pilot scale green roof installation on the Main Interior Building, Wing 2 West. Project also includes design and installation of monitoring systems. Optional tasks: Upgrade roof with rubberized asphalt; Redesign and replace existing roof drains; Develop and implement an Environmental Performance Monitoring Plan; and expand green roof installation to Wing 3 East. The Contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as specifically designated ?provided by the Government?) and shall plan, schedule, coordinate and assure effective and economical completion of all contract actions described herein. Estimated Cost Range for Base Offer Requirements is less than $100,000. North American Industry Classification System (NAICS) is 238160. Special trade construction contractors have a size standard of $12 million. The "Best Value Continuum, Tradeoff Process" is the method that will be used to evaluate price and other factors specified in the solicitation, with the goal being to select the proposal that offers the best value to the Government in terms of performance, quality and pricing. The objective is to select the proposal that offers the most for the money, without necessarily basing selection on the lowest price. Proposed Evaluation Factors are as follows (listed in order of descending importance, the most important criteria listed first): Technical Merits of Proposed Design, Contractor?s Performance History & Qualifications, Price, Design/Construction Timeline. The Offeror must submit within its proposal total contract duration in calendar days. The duration proposed by the offeror, if successful on this procurement, shall become the official time of performance for this contract. GSA intends to upload the RFP at this site on or about March 18, 2004. This site provides instructions for downloading the RFP. YOU ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF UPLOAD OF THE RFP AT THIS SITE AND REGISTER ON THE INTERESTED VENDOR LIST (IVL). In accordance with the requirements of the RFP and as stated in the RFP, proposals shall be submitted approximately August 18, 2004, by 12:00 PM, EST, to the following address: GSA, NCR, ROB, Bid Activity (WPY) - Room 1065, Seventh and D Streets, SW, Washington, DC 20407. This solicitation is not set-aside for small business concerns. However, this procurement is being made under the Small Business Competitiveness Demonstration Program. Women-Owned Businesses are encouraged to submit a technical proposal and so state that they are Women-Owned. All responsible sources may submit a proposal, which will be considered by the agency. All responsible offerors must be CCR registered to be considered for award. The solicitation will be posted on this web site on or about 19 July 2004. Instructions for submission of proposals will be contained in the solicitation package.
