NAICS Code: 235310 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is a 100% SMALL BUSINESS Set Aside. The North American Industry Classification System (NAICS) Code is 235310-Electrical Contractors and the small business size standard is $12 million. The solicitation number is RFQ-RT- 04-00322, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. A firm-fixed- price purchase order is anticipated to result from the award of this solicitation. This procurement is for the provision of a photovoltaic solar electric generating system and its installation on the roof of the USEPA Western Ecology Division (WED) Main Building located at 200 SW 35th Street in Corvallis, Oregon, 97333. The successful offeror shall provide all management, supervision, engineering, labor and equipment necessary to install a 9 KW DC photovoltaic solar system on the roof of the WED main building. This acquisition is for the delivery and installation, FOB Destination, U.S.EPA, 200 SW 35th Street, Corvallis, OR, 97333, 9 KW DC Photovoltaic Panel Electric Power Generating System within 120 days ARO. I. TASK DESCRIPTION - 1. Provide all design and engineering support required for the installation of the photovoltaic system including the system which will support the solar panels on the roof and the methods used to secure the system to the roof. 2. Install the 9 KW photovoltaic panel system on the west end of the roof are and ensure that the panels are tilted at the proper angle to minimize wind loading and achieve a low profile appearance. 3. Connect the photovoltaic panel system to the inverter and switchgear (Provided by the Contractor as part of the package). These items shall be located in the general "Penthouse" area and connected to the building electrical system via a sub panel in the second floor central mechanical corridor. The Contractor shall be responsible for connection to the building electrical system. The power generated by the solar system shall be 3 phase. The inverter shall be capable of handling up to a total of 12 KW DC. II. MATERIALS - All Materials shall be new III. EXECUTION - The work schedule must be approved in advance by the Project Coordinator,---tbd---. The Contractor shall submit system design, drawings and pertinent engineering and structural information to the Project Coordinator for approval prior to commencing any work. IV. WORKMANSHIP - 1. The Contractor for this project shall be licensed by the State of Oregon to perform the work as described in this Statement of Work and shall provide proof of Bonding and Insurance prior to award. The Contractor shall be part of the Energy Trust of Oregon's Solar Electric Trade Ally Network. No permits are required for this project. 2. The Contractor shall verify all measurements and dimensions at the site. 3. All workmanship shall be done to the satisfaction of the Project Coordinator. Work deemed unsatisfactory by the Contracting Officer shall be removed and reinstalled. The Contracting Officer is the only Agency representative authorized to institute changes to this contract. Any and all changes to the contract can only occur after the Contractor has received written approval from the Contracting Officer. 4. The Contractor shall perform all work in a neat and orderly fashion and shall remove all surplus material and debris from the premises and dispose of properly as required by local regulations. Disposal of recyclable materials (cardboard) shall be coordinated with the project Coordinator. V. USE OF PREMISES - The Contractor shall comply with the security requirements and regulations governing the operation of the premises, shall perform the contract activities in such a manner as not to interrupt the conduct of Government business and shall be liable for all damage caused by the Contractor, contractor employees or subcontract personnel to Government- owned property. VI. SAFETY AND HEALTH - 1. In order to protect the life and health of employees and other persons, prevent damage to property, materials, supplies, equipment and to avoid interruptions, the Contractor shall, in the performance of this contract, comply with all applicable provisions of the Federal, State and Municipal safety, health and sanitation laws and codes, including the Occupational Safety and Health Act and the Safety and Health Regulations of Construction, Parts 1910 and 1926 of Title 29 of the Code of Federal Regulations. 2. If the Contractor fails or refuses to comply promptly with these requirements, the Contracting Office may issue an order to suspend all or any part of the work. When satisfactory corrective action is taken, an order to resume work will be issued. No part of the time lost due to any such suspension order shall entitle the Contractor to excess costs or damages. VII. INSPECTION AND ACCEPTANCE - 1. The Project Coordinator will be the Government's onsite representative for the project and may inspect the project in progress at any time. 2. The Contractor shall give the Project Coordinator at least one day's advance notice of the date the work will be fully completed and ready for final inspection. VIII. ON-SITE WORK AREA AND UTILITIES - See related maps at EPA website address http://epa.gov/oam/rtp_cmd. Proposal Instructions and Evaluation Criteria: The Government intends to award a single contract to the responsible offeror whose technically acceptable proposal meets the above minimum specifications and offers the best price. The successful offeror must present a technical proposal which includes sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the Government to determine that the proposed installation will meet the requirements set forth in the Statement of Work. Any specific variances from the specifications shall be addressed by the offeror with respect to how the offeror's proposal provides alternative equivalence. The quoted firm- fixed-price for the entire project shall be provided. The Government reserves the right to require additional pricing information is necessary to determine that the proposed price is reasonable. A site visit is scheduled at the U.S. Environmental Protection Agency, 200 SW 35th Street, Corvallis, Or 97333 on Tuesday July 27, 2004 at 10:00 a.m. PDT. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Although prospective offerors are encouraged to attend, if you are unable to attend, a site visit is required before work is to commence. No more than two (2) company representatives may attend. A valid picture i.d. is required for entrance onto the Government facility. If you plan to attend, submit an email with the company name, address, phone and fax number along with the representatives name, phone number, and email address to kempf.james@epa.gov no later than Thursday, July 22, 2004 at 12 noon EST.
