- NAICS Code: 334516 The U.S. EPA intends to negotiate for the National Homeland Security Research Center, located in Research Triangle Park, NC, on a sole source basis with California Analytical Instruments for a multigas analyzer monitoring system. The Innova Model 1412 Photoacoustic Multi-Gas Monitoring System is needed to measure the concentration of chloroethyl ethyl sulfate (Cees), dimethyl methyl phosphate (DMMP), perfluoromethylcyclohexane (PMCH), perfluorodimethylcyclohexane (PDCH), and sulfur hexafluoride (SF6) as these chemical are used to simulate the deadly gases terrorists might use in an attack on occupied buildings. The instrument can simultaneously measure DMMP, CEES, PMCH, PDCH, and SF6 while correcting for water vapor. Moreover, this instrument is selective in that narrow band optical filters are used to prevent absorption of interfering compounds. Low volume sampling and flushing serve to provide rapid measurements that are required in these studies in order to follow the movement of gases within the indoor space. The instrument has a dynamic range that is 4 orders-of-magnitude higher than its detection limit for the compounds of interest. This dynamic range provides coverage of chemicals from ppb through ppm levels. Finally, the instrument that has a low zero and span drift over several weeks to months time and has a span drift of less than 2.5% of the reading over 3 months. EPA market research indicates this instrument is exclusively distributed by California Analytical Instruments. However, any firm believing itself capable of supplying such an instrument may submit technical documentation establishing the potential of fulfilling EPA requirements. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Friday, July 30, 2004 at 2:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 334516.
