Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, intends to negotiate on a sole source basis with Horiba Instruments Inc., for preventive and remedial maintenance on all Horiba instrumentation, benches, CVS units, and dynamometers located at the National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan. The contractor shall furnish all parts, labor, supervision and equipment necessary to provide preventive maintenance and remedial maintenance. The Preventative Maintenance shall be provided for the five (5) Horiba 2WD Light Duty Electric Dynamometers. The Remedial Maintenance shall be for ALL other Horiba instrumentation, benches, CVS units and dynamometers. The period of performance shall be for six, 6- month periods for a total of 3 years. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC by July 22, 2004 in order to be considered by EPA. TELEPHONE RESPONSES WILL NOT BE HONORED. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is August 2, 2004.
