- Description
- Background. The Office of the Comptroller of the Currency (OCC) is conducting market research to determine the availability of products and services supporting the collection, analysis and reporting of Government employee time and attendance. To meet its needs, OCC has embarked on a project to modernize its time reporting system. The objectives of the project are to: Create an easy-to-use, web-based, self-service solution for reporting time, attendance and activities; ensure strong and effective internal controls over time & attendance; improve cost accounting analysis capabilities; integrate the recording and tracking of credit hours, maxi-flex schedules, and various types of leave balances; and improve data integrity of recorded time and labor allocation. General Product Requirements. The Time Reporting Product must be able to meet (with minimal customization) the general requirements listed below: 1. User interface should be web-based and easy to use. 2. Include business rules and system edits for all types of Federal Work Schedules (e.g., standard work schedule, maxi-flex work schedule, 5-4-9 schedules, 4-10 schedules, etc.) 3. Include business rules and system edits for all types of Federal Leave Categories 4. Include business rules and system edits for all types of Federal Extra Hrs Categories (e.g., overtime, comp time, credit hours) 5. Provide the capability to add, modify, or delete types of work schedules, leave categories, and extra hour categories to meet OCC requirements. 6. Provide functionality to support the following timekeeping roles in the system: Employee record and submit time; Timekeeper verify time; Supervisor certify time. 7. Provide the capability to record time against OCC-defined project and activity codes to support cost accounting. 8. Include an automated leave request and approval process. 9. Provide the capability for staff to save a draft timesheet on a local drive for subsequent upload to the time reporting system. 10. Provide the capability to correct a previously submitted timesheet and automatically adjust balances in each subsequent pay period. 11. Provide an extra hours category to allow staff to record time worked over their scheduled work time (other than overtime, credit hours, or comp time). 12. Allow time to be recorded in varying time increments (e.g., 15 min or more). 13. Provide a mechanism to store immutable time records for records management purposes. 14. Ensure the product is 508 compliant. 15. Record by pay-period (auto-prompt) 16. Provide the capability to interface data to and from the product. 17. Provide the capability to transmit data to the National Finance Center (NFC) for payroll processing. 18. Provide easy-to-use, robust report and query capabilities. 19. Provide the capability to access the application remotely over the internet. 20. Provide the capability to interface with OCC network security infrastructure. Companies who can provide the above, should provide technical information on their products to Brett Blake by 23 July 2004 by e:mail. The information should also include: 1. The POC name, phone number and e:mail of other government agencies who use the product. 2. The estimated cost for server based license for 2800 concurrent users. 3. Confirmation that the product is 508 compliant or if not fully compliant the extent to which it is compliant. 4. Whether or not the product and services are available on GSA Schedule.
