This sources sought announcement does not constitute a commitment, implied or otherwise, to procure any equipment or to award a contract. A solicitation is not planned at this time. The Information Statements to be submitted are not expected to be proposals and will be used for technical planning purposes only. The Government invites industry comments and product information related to possible purchase or acquisition strategies. The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO), Global Positioning and Navigation Systems Division (Code 231), is currently developing an upgrade to the time and frequency synchronization infrastructure located at U.S. Naval Computer and Telecommunications Area Master Stations (NCTAMS) and Naval Computer and Telecommunications Stations (NCTS). This effort is formally referred to as the Time and Frequency Synchronization (T&F Sync) program. The T&F Sync program has developed a time and frequency distribution architecture that is based on available Commercial-Of-The-Shelf (COTS) technology. The T&F Sync program will deliver a modular, scalable, reliable, fault-tolerant solution. Code 231 is interested in receiving industry comments and product information that would provide implementation options for the proposed T&F Sync architecture. The proposed T&F Sync architecture is described in detail in the attached ?T&F Sync System/Subsystem Specification? dated 7-15-04. Areas of interest include, but are not limited to, GPS SAASM Timing Receivers, Cesium Beam Reference Clocks, Building Integrated Timing System (T&F Sync signal distribution hardware), adaptive anti-jam antenna and antenna electronics technology. Information received from this Request for Information (RFI) will be used to update a T&F Sync Vendor Assessment Study. This study will be used to develop critical functional and performance requirements for a future Request For Proposal (RFP). Responses are to be in the form of ten written pages or less explaining the companies experience, proficiency and background in work related to the requirement listed below: Each respondent is asked to provide: 1)Company/agency name, business description, and POC information 2)Sponsor/Government customers and POC information (if available) 3)Product Name(s) 4)Product description(s)(to include the following): a.Physical and functional description of the item being offered (size, weight, power, external interfaces, etc.) b.Technical performance description of the item and relevant documentation (specifications, interface control documents, test reports, papers, etc.) 5)Product samples to be loaned to the Government for 90 days to be used for test and evaluation purposes by SSC Code 231 personnel. C/A version of SAASM GPS timing receivers are acceptable. 6)Explanation of how the item can be integrated into T&F Sync program as an implementation option 7)Procurement cost estimate of item or technology 8)If not yet in production, provide the development status and the anticipated development schedule 9)Any existing contract vehicles which may be utilized in this procurement All data received in response to this sources sought announcement that is marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. The Government may initiate follow-up discussions with selected respondents to obtain clarifying information. It is not the intent of the Government to reimburse vendors for the cost of submitting information and sample equipment in response to this RFI. Responders are responsible for all expenses associated with responding to this RFI. The Government will not be held responsible for any damage occurring during the testing/shipping process. Sample equipment will be returned to the vendors after all the tests are completed.
