- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends on issuing an award under Simplified Acquisition Procedures to Advanced Systems Technologies, Inc. (AST), on 6000 Technology Drive, Building 8, Huntsville, Alabama for engineering design support and demonstration of convergent spray technology for nonskid coating system applications. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Advanced Systems Technologies, Inc. (AST) will demonstrate material application and coverage rates with CST equipment on one or more panels covering up to 80ft2, for a single primer/nonskid system. The Contractor will be required to assemble a unit and perform preli minary evaluations of the prototype shipboard CST application device. The purpose of this requirement is to assist NSWCCD in evaluating the performance of CST? for application of nonskid and validating that the system meets shipboard design requirements. These are necessary steps that, if successful, will lead to NAVSEA in-service tests, and ultimately to approval of CST? for applying nonskid coatings to ships. The shipboard demonstration will be contingent upon the success of the coating system during panel testing. The proposed procurement is for services of a highly technical or specialized nature. AST maintains the following patent rights: 5,565,241 Convergent End Effector; 5,579,998 Method For Coating a Substrate With A Reinforced Resin Matrix; 5,307,992 Method and System for Coating a Substrate With A Reinforced Resin Matrix. The hardware covered under these patents fo rm the foundation of convergent spray technology and is essential to complete the overall program objectives. Additionally, NSWCCD has been working with AST for the past two years on previous contracts. This work, knowledge, and experience gained by AST would create substantial duplication costs if another vendor was selected for this work and would not be recovered through competition. This is NOT A REQUEST FOR QUOTATIONS however all interested and responsible parties may submit their technical capabilities to the above POC via email harrisonhl@nswccd.navy.mil within 15 days after the publication of this notice. The capability statement and any other information must be in writing and must contain material in sufficient detail to allow NSWCCD to determine if the party can fully meet the requirement described above. Information received will normally be considered solely for t he purpose of determining whether to conduct a competitive procurement. (See note #22)
